Yes County Nassau Street Address 125 East Bethpage Road City Plainview, NY State NY Zip Code 11803 Duties Description The Policy Analyst 1 (Energy), Grade 18, will work in the Markets and Innovation Section of the DPS Long Island Office (LIO), primarily in fulfilling the responsibilities of the LIO in accordance with the Long Island Power Authority (LIPA) Reform Act and will also work with the Departmentu2019s Office of Markets & Innovation. They will perform duties that include, but are not limited to:u2022 Assisting senior staff assigned to the LIO in fulfilling responsibilities in accordance with the Climate Leadership and Community Protection Act (CLCPA) climate goals, LIPA Reform Act, and Reforming the Energy Vision (REV) related issues.u2022 Assisting with drafting, editing, and developing recommendations for the Annual Utility 2.0 and Energy Efficiency (EE) & Renewable Energy plans of the Public Service Enterprise Group Long Island (PSEG LI), coordinating staff review, summarizing comments, and assisting in the development of formal recommendations to LIPA.u2022 Maintaining current awareness of the Department and stakeholdersu2019 concerns regarding Energy Efficiency (EE) programs and coordinating with the New York State Energy Research and Development Authority (NYSERDA) and the DPS Albany EE team.u2022 Assisting with external oversight and engaging in outreach activities pertinent to informing ratepayers of proposed tariff modifications, public information on consumer assistance, energy savings/efficiency programs, Long Islandu2019s clean, renewable, and distributed energy resources, and annual Utility 2.0 and Energy Efficiency Plans.u2022 Assisting in collecting and analyzing data relevant to assessing the adequacy of existing and/or proposed metrics to determine their efficiency and effectiveness at achieving program targets and deliverables.u2022 Performing data gathering, analysis, evaluation, forecasting, and modeling for the Markets and Innovation Section of the Long Island Office.u2022 Reviewing and summarizing the public comments of Long Island residential/commercial ratepayers and assisting in developing Department responses.u2022 Reviewing and analyzing clean energy industry business practices and models both in-state and nationally.u2022 Assisting with the development of financial models, market studies, and best practices that establish program targets and budgets in alignment with Investor-Owned Utilities (IOUs).u2022 Identifying policy goals/requirements in Public Service Commission (Commission) Orders as applicable to the Long Island region.u2022 Providing support on utility rate proceedings, which may include, drafting testimony; testifying; reviewing and analyzing utility energy efficiency programs and strategies, demand response programs and strategies; reviewing budgets; and analyzing and developing utility performance metrics.u2022 Conducting in-depth research on energy policies, regulations, and market trends to support the achievement of CLCPA targets related to renewable energy, energy efficiency, and emission reductions.u2022 Providing analyses of policy implications, identifying potential challenges and opportunities for innovations. Minimum Qualifications For appointment to a Policy Analyst (Energy) Trainee 1, NS=14, candidates must have bacheloru2019s degree or higher.For appointment to a Policy Analyst (Energy) Trainee 2, NS=16, candidates must have a bacheloru2019s degree and one year of experience in the review, analysis, development, or implementation of programs or policies related to one or more specialty energy program areas, which include: renewable energy planning, procurement, and integration; energy efficiency; electrification of transportation or heating; demand response; energy storage; energy market design; advanced rate designs; advanced utility business models, or strategic use of energy related data.For appointment to a Policy Analyst 1 (Energy), Grade 18, candidates must have a bacheloru2019s degree and two years of experience in the review, analysis, development, or implementation of programs or policies related to one or more specialty program areas, which include renewable energy planning, procurement, and integration; energy efficiency; electrification of transportation or heating; demand response; energy storage; energy market design; advanced rate designs; advanced utility business models, or strategic use of energy related data. Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bacheloru2019s degree. J.D. or masteru2019s degree may substitute for one year of general experience; Ph.D. may substitute for two years of general experience.
