Yes County Albany Street Address Albany Main Office of Parks, Recreation and Historic Preservation 625 Broadway City Albany State NY Zip Code 12238 Duties Description The Public Information Specialist 3 (Digital Content), SG-25 will report to the Director of Business Innovation Bureau and work in the Albany Main Office. The Public Information Specialist 3 (Digital Content) will perform high level managerial duties aligning innovative tools and solutions with the agencyu2019s goals and objectives for Executive managementu2019s vision for the agency. They will be the project lead for a multi-year website redesign implementation project, content audit, and platform migration. The incumbent will also serve as the product owner for the agencyu2019s core digital products including but not limited to the website, content management system, the NY State Parks Explorer mobile app, email subscription cloud, and other public-facing digital integrations. The duties of this position will include but are not limited to the following:u2022 Advises the Director of Business Innovation on continuous efforts to improve digital communication tools, streamline processes and forecast future needs. u2022 Evaluates emerging digital communication tools, trends and platforms, and makes recommendations on using these tools as part of the agencyu2019s digital footprint.u2022 Cultivates and maintains a strong working rapport with various ITS programs, including NY Digital team, Web NY, and agency-level web and applications teams.u2022 Liaises with Director of Business Innovation, Executives, OPRHPu2019s bureaus and regions for public-facing digital communication needs.u2022 Produces and delivers executive-level documents including presentations,proposals, analytics and reports.u2022 Facilitates website projects with agency executives, and internal stakeholders including user experience, information architecture, and customer outreach and testing.u2022 Contributes to and participates in other agency initiatives as requested.u2022 Oversees multi-million-dollar federal grant and allocation of funds. Works closely with grant administrator and agency fiscal management staff. u2022 Works in tandem with management to develop a comprehensive project plan that includes project scope, timeline, budget, and resource allocation. u2022 Consults with agency procurement team. Collaborates in drafting requests for proposals and technical evaluation tools; organizes oral evaluation panel; and provides vendor reference checks. u2022 Contributes as project lead in all phases of the vendor engagement, from onboarding to discovery and design, development sprints, user acceptance testing, training, launch and post-launch, to support and maintenance. u2022 Engages directly with vendor, provides information and feedback in all areas, including requirements gathering, market and user research, user stories, functionality development, and user acceptance testing.u2022 Benchmarks with other agencies, as well as travel and tourism partners.u2022 Responsible for managing the project budget, tracking expenses and ensure cost-effectiveness. u2022 Identifies potential risks and blockers to the project and provide strategies to mitigate risks.u2022 Executes and implements strategies for an agency-wide website content audit, including gathering data, developing resources, timelines and workshops. u2022 Oversee website vendor contract, monitors scope of work, deliverables and payments; and ensures all requirements are met.u2022 Works collaboratively with Business Innovation Bureau members, project managers, and business analysts and subject matter experts. u2022 Facilitates communication and assists stakeholder groups at all levels--gathers feedback, provides guidance and ensures alignment with agency objectives to ensure project success.u2022 Establishes and executes short and long-term strategies of digital products, prioritizing features, and ensure that the final product meets the user's needs and agencyu2019s objectives.u2022 Prioritizes digital accessibility across all public-facing digital products.u2022 Researches and analyzes user behavior to gain insights into their needs, pain points, and preferences by conducting user interviews, analyzing data from user interactions, and studying market trends.u2022 Identifies, implements enhancements, and makes recommendations on design, architecture, and functionality based on agency needs, analytics, stakeholder feedback and usability testing.u2022 Serves as the linchpin between stakeholders and development teams.u2022 Works closely with various ITS programs, including NY Digital team, Web NY, and agency-level web and applications teams.u2022 Forecasts future website and digital product needs and provides recommendations for OPRHP management.u2022 Coaches staff on how to meet the needs for the audiences in their topic areas.u2022 Manages vendor contracts and renewals.u2022 Develops policies and procedures for implementation. Direct digital product and website governance.u2022 Define specifications for all website content, functionality information architecture, and user experience.u2022 Provides agency-wide platform trainings, such as content management tools.u2022 Provides guidance and best practices on digital accessibility.u2022 Manages role-based permissions for various platforms.u2022 Supports style and branding compliance for all agency website and website applications.u2022 Evaluates and reports on the effectiveness and efficiency of public-facing website, digital products and projects. u2022 Track, analyze, and compile user metrics for decision making and resource allocation by agency executives.u2022 Monitor product performance for digital risks and potential impacts to agency operations.u2022 Perform quality assurance checks to ensure that all integration tools are in sync and with a mobile first approach.u2022 Supervises and directs subordinate staff within Business Innovation Bureau. Minimum Qualifications Eight (8) years of experience in public relations, social media, and digital communications. Substitution: Associate's, bachelor's or master's degree in Communications, English, Public Relations, Social Media, Digital Communications, or a similar degree substitutes for two, four, or five years. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
