Job Description CANDIDATE MUST BE PERMANENT IN THE ELIGIBILITY SPECIALIST TITLE. The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. DSS/HRA Fair Hearing Administration is responsible for providing representation of the Agency at NYS Administrative Hearings in the following program areas: Cash Assistance (CA), Supplemental Nutrition Assistance Program (SNAP), IREA, HASA and MISCA u2013 Medical Assistance (MA). The Office of the General Counsel / Fair Hearing Administration is recruiting for two (2) Eligibility Specialists, Level II to function as Fair Hearing Eligibility Specialists for their MICSA Fair Hearing Unit who will: - Gather information regarding client eligibility for PHI from submitted forms, via face to-face contact, or via telephone to ensure compliance with State fair hearings decisions. Determines PHI eligibility based upon the pertinent laws, rules, regulations, and procedures in order to provide the appropriate action for each Fair Hearing appellant. - Contact appellants to discuss eligibility and resolves as many cases as possible before the hearing is scheduled. Examine and verifiy client's eligibility information using the WMS and FHIS and examine the client's Aid to Continue (AC) eligibility and its ramifications for the case and instigate voluntary withdrawals from the fair hearing process. - Process extension of Medical coverage for clients entitled to AC and whose Medicaid eligibility is scheduled to expire or has already expired.
