No County Erie Street Address 455 Cayuga Boulevard, Suite 800 Suite 400 City Cheektowaga State NY Zip Code 14225 Duties Description Under the general direction of the Professional Engineer 2 in NY Division Construction Management, the selected candidate will direct, supervise and administer the construction of various highway, bridge and architectural projects within the NY Division. Tasks include: u2022 Establish and maintain a thorough understanding of Authority policies and application of Section 100 of the NYSDOT standard specifications.u2022 Supervise and guide consultant and in-house Project Engineers.u2022 Monitor progress of construction, review CPM Schedules and contract payments.u2022 Conduct regular field inspections to ensure the work is performed in accordance with contract requirements.u2022 Coordinate project submittal reviews; recommend approval of shop drawings and mix designs, evaluate contractor requests for information.u2022 Manage consultant inspection agreements including budget and staffing levels; review invoices, prepare confidential ratings.u2022 Review order-on-contracts, cost proposals (agreed prices and force account records), recommend acceptance or modification of work, recommend disputed work resolution measures.u2022 Chair or participate in all project meetings including progress meetings, pre-construction and close-out meetings.u2022 Review work zone traffic control plans and manage conflicts.u2022 Perform constructability reviews of projects in design.u2022 Provide guidance with respect to contract changes.u2022 Participate in Division operations such as emergency response and snow and ice operations support, as needed. Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES:Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 23 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law. All transfer candidates are required to have a NYS Professional Engineer's license with current registration.2. NY HELPS MINIMUM QUALIFICATIONS:A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a nonu00adcompetitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. Additional Comments This is a Unit 2 CSEA position.
