Job Description The NYC Financial Information Services Agency-Office of Payroll Administration (FISA-OPA) seeks to hire a Union Services Unit Supervisor. The Union Services Unit (USU) is comprised of a team of six (6) full time employees, including the supervisor. USU is responsible for ensuring the accurate recording of union, insurance and political deductions for active city employees; providing responsive customer service to inquiries received via email and telephone; serving as liaison with the City of New York Office of Labor Relations and the various unions, preparing and maintaining detailed reports; processing union deduction plan rate changes; and processing payments of dues & other deductions to appropriate parties and maintaining reconciled balance sheet accounts. The selected candidate will supervise and perform the following: - Ensuring the daily entry of union dues, voluntary insurance deductions and political dues into Pi, PMS and NYCAPS and monitoring the upload of files into the Union Dues Payment System (UDPS) from various payroll reports for the purpose of generating monthly payments, letters and reports; - Prepare and review Union Services Unit payroll and statistical data reports; - Generate and distribute deduction detail reports for insurance carriers each pay cycle utilizing CHRMS for distribution and retrieval via Microsoft Outlook and the WS FTP Pro secure FTP application; - Generate reports and run queries to identify default union dues deductions, title codes and other data elements utilizing PMS and CHRMS; - Update organizational dues spreadsheet using Microsoft Excel; - Prepare balance sheet account reconciliation, deposits and third-party payment transactions using the Financial Management System (FMS); - Assist in the general operation of the unit by answering telephones and updating payroll documents to ensure reporting deadlines are met; - Research and prepare written correspondence; ensure timely response to inquiries made by unions, insurance companies and other stakeholders and; - Perform special projects as assigned. Preferred Skills: - A minimum of three (3) years supervisory experience, supervising groups performing tasks of medium complexity - Ability to analyze data, prepare statistical and narrative reports, assess and make decisions regarding immediate area of responsibility - Experience with the Payroll Information System (Pi), Payroll Management System (PMS), City Human Resource Management System (CHRMS), New York City Automated Personnel System (NYCAPS), Report Management and Distribution System (RMDS) and the Financial Management System (FMS) - Advanced level of proficiency with Microsoft Excel - Detailed with excellent organizational, written and oral communications, interpersonal skills, multi-tasking skills and excellent time management skills - Must currently be a City employee who is permanent in the title of Administrative Manager or a comparable title.
