Job Description DOT is working to hire 2 Budget Analysts in the Division of Budget and Capital Program Managementu2019s Expense Budget Unit. The unit is responsible for managing the agency's $1.5 billion annual operating budget and the agencyu2019s annual revenue budget of about $500 million. We are looking for a self-starter(s) who can coordinate multiple priorities in a fast-paced environment with minimum supervision and under tight deadlines. The positionu2019s responsibilities may include, but not be limited to: managing a portfolio /division of DOTu2019s budget; assist in monitoring agency spending and procurements; review and update program budgets for assigned divisions; perform technical budget exercises related to fiscal year-end close; analyze the agency s revenue generating operations and prepare projections of anticipated revenues for discussion with the Cityu2019s Office of Management and Budget (OMB); develop and evaluate Financial Plan proposals designed to help balance the budget by reducing costs or increasing revenue. Alternative duties may include assisting in monitoring and analyzing the agencyu2019s Personal Services (PS) budget; other PS related analysis and tasks such as review of proposed personnel actions for compliance with available headcount and funding; preparation and processing of budget modifications; preparation and submission of the agency PS spending plan, preparation, processing and clearing of PS accruals and preparation and distribution of biweekly, monthly and ad hoc reports for use by agency divisions. As part of this work, the Budget Analyst will work with Budget Office colleagues as well as operational division partners to create analyses and formulate recommendations for senior management. The ideal candidate will combine excellent communications skills, a creative ability to rethink and organize existing work processes, quantitative and computer skills, and knowledge of the City's budget and budget processes. Knowledge of the City's Financial Management System (FMS) is preferable but not required. IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF ASSOCIATE STAFF ANALYST, OR REACHABLE ON THE CIVIL SERVICE LIST. ASSOCIATE STAFF ANALYST - 12627 Qualifications 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or 2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in
