Please contact Human Resources if you require an accommodation.BASIC FUNCTION:Under the direction of GO-SEMI SEDI Lead but with wide latitude, the SGAP Director will lead the tracking of federal funding under the U.S. Department of the Treasuryu2019s State Small Business Credit Initiative (SSBCI) Small Business Opportunity Program to ensure that the Stateu2019s Semiconductor Growth Access Program (SGAP) and its grantees effectively foster participation of very small and/or SEDI (Socially and Economically Disadvantaged Individual) owned businesses in New Yorku2019s rapidly growing semiconductor supply chain, including the opportunities in participating in the construction of mega fabrication manufacturing facilities. They will engage directly with SGAP grantees to support five target regions across New York State in identifying regional priority semiconductor supply chain subsectors, developing a comprehensive list of NYS firms who are currently serving the semiconductor supply chain or well positioned to either serve the fabrication facility construction activities or pivot operations to begin serving the industry. In partnership with the grantees, they will ensure that NYS semiconductor supply chain firms receive impactful technical assistance (TA), with a special focus on financial, legal, and accounting services, to be able to secure credit and loans or pursue contract opportunities with Micron and other large semiconductor manufacturers. They will coordinate across state agencies, regional economic development organizations (EDOs), and community-based stakeholders to ensure successful implementation, compliance, and outcomes of the program. This position also leads the strategic deployment of GO-SEMIu2019s industry research and business lists across 40 prioritized semiconductor supply chain and construction-related subsectors to help companies become u201cMicron-readyu201d through tailored playbooks and assistance.WORK PERFORMED:SGAP Grant Management & Complianceu2022 Engage with the SGAP grantees and their consultant teams to review comprehensive asset mapping of the existing semiconductor industry ecosystems within their constituent regions.u2022 Review potential areas of opportunity and provide feedback on strategic targets for participation.u2022 Serve as a liaison between SGAP, Tech Hubs and GO-SEMI SEDI Team, and ensure technical assistance provided through SGAP meets the needs of the SEDI businesses participating in Micron construction opportunities as well as the needs of businesses serving or entering the NYS semiconductor supply chain.u2022 Ensure prioritization of inclusion of NYS small businesses and SEDI owned businesses.u2022 Ensure compliance with all federal SBOP grant guidance, including financial reporting, documentation, and auditing requirements.u2022 Meet regularly with grantees to provide hands-on guidance and facilitate dialogue and collaboration.u2022 Monitor the SGAP program implementation by participating and auditing the program goals, ensuring adequate progress is being made within the grant timeframe, at a minimum on a quarterly basis.Semiconductor Supplier Growth, Readiness & Outreachu2022 Manage the deployment of industry-specific company lists and opportunity playbooks to regional grantees and partners in collaboration with GO-SEMIu2019s SEDI and Supply Chain teams.u2022 Assist local partners and provide strategic support in their efforts of identifying and engaging firms with potential to enter or expand in the semiconductor supply chain.u2022 Actively connect semiconductor supply chain and related construction firms with resources available through GO-SEMI as well as contracting opportunities available through Green CHIPS program participants.u2022 Assist SGAP grantees in developing strategies and guidance for coordinating informational workshops and marketing/outreach campaigns to raise awareness of procurement readiness requirements.Technical Assistance Oversightu2022 Monitor the SGAP Technical Assistance programs by participating in and auditing program content, ensuring services are of high quality, relevant to SEDI business needs, and aligned with overall program objectives.u2022 Regularly assess the effectiveness of TA delivery and make recommendations to grantees for improvements to maximize impact and stay aligned with the program goals.u2022 Participate in planning meetings with grantees and their consultants and provide programmatic guidance.u2022 Track, report, and evaluate effectiveness of TA delivery using defined KPIs across all SGAP grantees (e.g., firm readiness milestones, financing secured, contract bids submitted).Cross-Program Coordinationu2022 Align TA delivery with other GO-SEMI programs. u2022 Liaise with other SSBCI TA programs in ESD and incorporate lessons learned.u2022 Actively seek synergy between SGAP and other SEDI initiatives and programs, leveraging new and existing GO SEMI and ESD resources to benefit SGAP participants.u2022 Serve as the primary liaison between SGAP grantees, GO-SEMI, and industry partners to identify evolving needs and adapt TA delivery accordingly.Travel to five target regions Minimum Qualifications Education Level Required: Bacheloru2019s degree in public administration, business, finance, or a related field. Masteru2019s preferred.Relevant Experience Required: 5+ years of experience in small business technical assistance, economic development, or program administration. Experience administering federal or state grant programs and sub-awards. Demonstrated success working with community-based or regional partners to deliver business services. Familiarity with semiconductor, construction, or advanced manufacturing supply chains a plus.Knowledge Required: Deep understanding of capital access and procurement readiness challenges for disadvantaged and very small firms. Strong knowledge of federal grant compliance, financial reporting, and sub-award oversight specific to SSBCI and SBOP programs is preferred. Ability to engage and align diverse stakeholders (e.g., grantees, state agencies, economic development organizations, and industry partners).
