Duties Description Under the supervision of the Auditor 2 (Unemployment Insurance), the Auditor 1 will:u2022 assist in the assurance of security and confidentiality of protected data received through data sharing agreements between NYS DOL Unemployment Insurance and various state and federal agencies.u2022 manage user access and review access logs to the various systems.u2022 maintain data inventory logs as appropriate.u2022 initiate audit assignments for referral to field auditors.u2022 is responsible for the distribution, analysis, and audit of the annual questionnaire sent to confidential data sharing recipients to ensure compliance with required safeguards.u2022 participate in the audit of outside contractors, such as depository banks and report processors for contract compliance.u2022 complete special assignments as requested.Minimum QualificationsThis title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.NY HELPS Non-Competitive Minimum Qualifications:For Trainee 1:A bachelors in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation coursesFor Trainee 2 you must ALSO have:Either 1. One year of professional experience in accounting/auditing or financial or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principals; OR2. A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principals; OR3. Possession of a currently valid Certified Public Accountant license and registration issued by New York State.For Auditor 1 Full performance level:Either 1. Bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principals; OR2. A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; OR3. Possession A currently valid Certified Public Accountant license and registration issued by New York State.Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.Note: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. NOTE: 70.4 candidates must NOT have failed the most recent PCO exam. Appointments are made at the Trainee 1 level.52.6 Transfer Qualifications:One year of permanent or contingent-permanent as a Grade 12 or higher determined to be administrative by Civil Service.
