Yes County Albany Street Address 625 Broadway City Albany State NY Zip Code 12238 Duties Description The Environmental Program Specialist 1, SG-18, is assigned to the Division of Environmental Stewardship and Planning. The Environmental Program Specialist 1 serves as an Environmental Planner and will plan and implement on agency initiatives, including park and historic site comprehensive plans, management plans, strategic development plans, natural resource protection projects, and Statewide planning initiatives. This position will report to the Environmental Program Specialist (NR) 3, SG-27.The Environmental Program Specialist 1 duties include but are not limited to:u2022 Prepare comprehensive plans and other planning documents for Parks and Sites using sound planning principles and practices.u2022 Performs field work to collect data/information or implement plan objectives.u2022 Oversees the preparation of appropriate documentation, including GIS maps and written text, diagrams, and photographs.u2022 Engages in regular communication with the public on planning projects including but not limited to easement holders, adjacent landowners, regional stakeholders, and any other affected parties. u2022 Reviews work plans and activities for conservation and preservation analysis.u2022 Coordinate reviews and environmental impacts analyses of Park and Site comprehensive plans and other planning documents.u2022 Work effectively with GIS specialists, environmental analysts, biologists, regional and capital staff, and other recreation planners in the development of comprehensive plans, planning reports and other planning documents for the Parks and Historic Sites Systemu2022 Reviews plans or certification documents for completeness.u2022 Assess the implementation of adopted plans and make recommendations regarding improvements.u2022 Compare and review park/site capital projects with existing comprehensive plans and other planning documents for consistency and environmental review compliance.u2022 May conduct inventories and research related to planning for Parks and Sites. Works with the planning team to identify data gaps and develop methodologies to collect that data (visitor survey or resource inventories). May assist with the collection and solicitation of data needed for the analysis. u2022 Verifies that field activities (such as visitor surveys or resource inventories) are conducted in accordance with agency policies and parameters identified by the planning team. u2022 Works with GIS staff and/or Statistics staff to prepare and assemble coverages/data sets necessary to conduct analysis.u2022 Prepares maps and/or graphics depicting the analysis results. u2022 Participates in outreach projects and presentations involving partners, interested parties, and local schools and universities.u2022 Set up and coordinate public participation such as information meetings and hearings.u2022 Develop scope of services for special studies related to comprehensive plans and other planning documents for the Parks and Sites System.u2022 Provide presentations to agency decision-makers on the status of planning efforts in the State Parks and Historic Sites Systemu2022 Organize and coordinate intra-agency working groups.u2022 Organize and coordinate study groups consisting of representatives of interest groups, local officials and interested citizens for ongoing planning initiatives.u2022 May supervise subordinate technical staff or train new incoming staff .u2022 Review local development projects adjacent to parkland for impacts to the Agencyu2019s land holdings. One year of qualifying professional experience; OR2. A master's or higher degree qualifying degreeFor the Environmental Program Specialist 1, SG 18 you must also have:Either 1. Two years of qualifying professional experience; OR2. A master's or higher degree qualifying degree AND One year of qualifying professional experienceQualifying experience is defined as: Experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement(solicitation) documents, contracts, and/or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, review in alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding and/or organizational change efforts; assisting with the development of environmental public information campaigns.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Eligible List Qualifications: Candidates may also be qualified for permanent competitive appointment if reachable on the Professional Careers Opportunities eligible list or Public Administration Traineeship Transition Program eligible list. Transfer Qualifications: Eligible for transfer under Section 70.1 of Civil Service Law which requires one year of permanent, competitive status in a qualifying title. Qualifying titles include, Biologist (All Parenthetics), Environmental Program Specialist 1 (Natural Resources), Climate Policy Analyst, Engineer Trainee, Environmental Analyst 1, Environmental Engineering Technician 3, Environmental Radiation Specialist 1, Geologist Trainee, Mined and Land Reclamation Specialist, Pesticide Control Specialist 1, Pesticide Control Specialist 2, Public Participation Specialist 1, and Sanitary Construction Inspector 2.55-b/c Qualifications:This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply.
