This person drives the “Testing Center of Excellence” for the enterprise to enable improved IT solution quality, accelerate delivery, and increase testing collaboration. The incumbent is responsible for Test Automation, Test Data Management, and Test Environment Management of all applications managed by IT internal team and third-party vendors. Manage vendor relationships and contracts, monitor vendor partner networks critical to success, and analyze vendor impact on current and future products/services.Introduce and manage training, performance standards, coaching, and development programs for team growth and performance accountability.Assess and communicate system-related risks, impacts, and mitigations; contribute insights into planning and issue resolution.Coordinate stakeholder communication, finance, and budget management activities, including organizational change assessments and support for enterprise business functions.Promote service improvement and continuous innovation using best practices and process data to guide QA enhancements.Lead testing and integration efforts for technical systems and ensure smooth end-to-end data flows for appropriate levels of testing.Support team initiatives and contribute to enterprise efforts as needed with flexibility and team spirit. Hire, train, and manage support staff, while monitoring and evaluating outcomes. Conduct performance reviews of each Team Member within IEHP guidelines.Perform any other duties as required to ensure Health Plan operations and department business needs are successful.Education & Requirements A minimum of ten (10) years of Information systems and Quality Assurance experience requiredProven leadership experience, mentoring, and developing a Quality Assurance team at a leadership levelExperience planning and executing end to end testing of integrated systems including validation of the integration layerExperience writing and executing basic SQL query commandsExperience working with SDLC and Agile/Scrum methodologiesExperience in performing different types of Testing: Black box, GUI, Integration, Regression, Backend, System, End-to-End and User Acceptance TestingExperience in vendor managementDemonstrated leader in the coordination of cross-functional teams and champion of consistency and task completionDemonstrated success in achieving new business development goalsMaster's degree in Computer Science, Information Management or similar technical field from an accredited institution requiredKey QualificationsKnowledge of:IT Strategy planning, IT Methodologies/QA Processes, and Automation technologiesUnderstanding of Automation Tools/ Technologies and FrameworksPrior Business system Analysis experienceUnderstanding of EDI X12/HL7Requirement gathering and Business System AnalysisStrong understanding of:Healthcare issues, information systems, management issues, and current trendsConceptualizing business strategies while implementing information systems and technology strategic directionQuality assurance processes and procedures, and the ability to devise methods to enforce quality standardsAll aspects of the health care industryExtensive experience in clinical workflows, IT systems and integrations, federal regulations, and state and federal programsStrong planning, organization, critical thinking, decision-making and communication (verbal and written) skillsStrong interpersonal skillsBudget management skillsProven skills in budget preparation fiscal managementGroup presentation, leadership, team building, analytical and organizational skillsRobust analytical skills for both existing processes and identifying areas of opportunityExcellent decision-making, problem-solving, team and time management skillsProven skills in the development, implementation and execution of strategic plans, the integration of complex projects into existing systems and structures, and the ability to identify future opportunitiesRecruit, motivate and manage IT staff membersProven ability to:Be a leader with a hands-on approach in a complex fast-paced business environmentPresent issues and challenges in senior management forumsWork with a team of professionals from various disciplinesLead through times of change, disruption, and growthExpress action-oriented and creative approaches to IT system issues and problemsListen effectively, respond to sensitive inquiries or complaints, cope with an ambiguous or changing environmentEffectively prioritize and execute tasks in a high-pressure environmentCreate quality standards, tools, and methodologiesStart your journey towards a thriving future with IEHP and apply TODAY!This position is on a hybrid work schedule.
