This role provides critical leadership across all phases of the implementation lifecycle, ensuring alignment with business objectives, stakeholder requirements, and enterprise architecture. The Oracle HCM Program Manager collaborates closely with IT and HR leadership, system integrators, and business stakeholders to manage scope, mitigate risks, and deliver a scalable and sustainable HCM solution.Primary Responsibilities:Lead the end-to-end implementation of Oracle HCM Cloud, including planning, execution, testing, and deployment.Develop and maintain program charters, implementation roadmaps, and success metrics aligned with HR and enterprise goals.Coordinate with Oracle implementation partners, internal IT teams, and HR stakeholders to ensure timely and effective delivery.Manage interdependencies across HCM modules such as Core HR, Payroll, Talent Management, and Benefits.Oversee data migration, system integration, and configuration activities in collaboration with technical teams.Establish governance structures to support decision-making, issue resolution, and change control throughout the program.Ensure compliance with security, privacy, and regulatory requirements during implementation.Track and report on program performance including scope, schedule, budget, and business value realization.Facilitate executive steering committee meetings, stakeholder updates, and readiness assessments.Partner with change management and training teams to drive user adoption and organizational readiness.Serve as a subject matter expert and advisor on Oracle HCM Cloud capabilities and best practices.Job Requirements:Bachelor’s degree in Business, Information Technology, Engineering, or a related field (or equivalent experience)10+ years of progressive experience in project and program management, with demonstrated success delivering enterprise-wide initiatives3-5 years of experience directly managing large-scale programs in a complex, matrixed environmentPMP and/or PgMP certification preferred; familiarity with Agile, Waterfall, and hybrid methodologiesExperience managing both technical and business-oriented initiativesFamiliarity with program financials, resource planning, and vendor managementKnowledge:Deep expertise in program and project lifecycle management, including Work Breakdown Structures (WBS), critical path planning, risk mitigation, and scope controlStrong understanding of enterprise technology environments, IT service delivery models, and digital transformation strategiesProven ability to coordinate across multiple projects with competing timelines and prioritiesAdvanced knowledge of tools such as Asana, Smartsheet, Jira, or MS ProjectExcellent stakeholder engagement and communication skills, with the ability to translate complex topics for executive audiencesStrong leadership and influence capabilities; able to drive outcomes without direct authorityExperience with organizational change management and business process transformationWorking Conditions:Travel required: <5% (Primarily domestic)Telecommuting option: Hybrid (4 days in office per week)Primary Contacts: Director, OCIOCIO, CPO and enterprise executive leadershipProject Managers, Business Process Analysts, and IT teamsBusiness unit leaders and program sponsorsChange management and communications partnersExternal vendors and consultantsWhile performing the duties of this job, the employee is regularly required to sit for long periods of time; talk or hear; perform fine motor, hand and finger skills in the use of a keyboard, telephone, or writing.
