Job Description

Employees must be Boston residents on their date of hire and for the duration of theiremploymentsubject toBWSC policies and collective bargaining agreements.Position Purpose:Oversees assigned projects dealing with the Asset Management function for the Commission; ensures quality standards and is responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.Essential Functions:(The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.)Prepares project plans and details long-term project specifications.Prepares budgets, reviews payment requests, and prepares final quantity reports.Prepares and negotiates change orders and/or amendments to contracts.Responds to inquiries from BWSC staff, other agencies, utilities, and the general public.Develops and implements procedures to maintain projects within budget and time frame guidelines.Maintains all records of hard/soft copy files for documentation. Plans and develops Requests for Proposal/Contracts for projects, submits proposals for public bidding, participates in contract selection, and negotiates contracts with contractors.Prepares and distributes summaries of programs and projects.Oversees the NPDES and Municipal Discharge Permit required quarterly reporting and annual certification with the MWRA, DEP, and EPA.Prepares recommendations for future projects and programs.Provides support and technical advice to field personnel in the completion of sewer and drain pipe condition assessments.Oversees the Commission’s remote system monitoring operations including, but not limited to, sewer metering, water pressure monitoring, and rainfall gauges.Prepares reports on the Commission’s Asset Management operations, such as CB cleaning, CCTV, Special Structures, etcetera, as directed. May interview job applicants from eligibility lists and prepare individual recommendations for consideration by superior. Performs similar or related work as required, directed or as situation dictates.Recommended Minimum Qualifications:Education, Training and Experience:Bachelor’s Degree in related field required; Master’s Degree preferred. Engineer-in-Training (EIT) Certificate recommended. Seven to ten (7 - 10) years of experience in Project Management with at least three (3) years in supervisory capacity in operations, preferably in the public sector working with local government. Any equivalent combination of education, training, and experience. Must possess a valid Massachusetts Driver’s License.Knowledge, Ability and Skill:Knowledge: Advanced working knowledge of project management; advanced working knowledge of principles, standards, procedures, and departmental policies; working knowledge of field operations procedures; knowledge of all safety procedures and proper use of all required safety equipment; knowledge of collective bargaining agreements and other Commission employment policies; working knowledge of the Commission’s internal and contracted CCTV operations, softwares, and applications; working knowledge of the Commission’s sewer metering operations, softwares, and applications, as well as other remote system monitoring equipment. Ability: Communicate effectively and tactfully with staff and management; read and interpret blueprints and plans; compose correspondence; prioritize and complete multiple tasks at one time with frequent interruptions; operate a computer with intermediate MS Office skills; manage staff; create spreadsheets and maintain records; use telephone system. Skill: Excellent customer service skills; strong organizational skills; skills in all of the above listed tools and equipment. Vision and hearing at or correctable to normal ranges.Supervision:Supervision Scope: Performs various duties of a routine to complex nature following acceptable standards of quality and performance; requires independent judgment in determining methods of completion and carrying out assignments.Supervision Received: Works under the general direction of the Superintendent of Asset Management/CMOM Director, and in accordance with applicable Massachusetts General Laws, city policies and relevant state, federal, and local regulations and standards. Follows established work plan and completes work in accordance with established departmental policies and standards; issues are referred to supervisor. Supervision Given: None.Job Environment:Work is performed under typical office and field conditions; work environment is moderately noisy and subject to outdoor conditions.Operates computer, calculator, copier, facsimile machine, and other standard office equipment.Contacts are by phone, through correspondence, and in person; they generally consist of an information exchange dialogue, discussing routine and complex issues.Has access to confidential information including personnel records, which requires discretion and professional office protocols.Errors could result in delay of department services, and have legal and/or financial repercussionAffirmative Action/Equal Employment Opportunity Employer
