No County Albany Street Address 6 Empire State Plaza Swan Street Building City Albany State NY Zip Code 12228 Duties Description Duties of the Highway Safety Program Analyst (HSPA) 1 or Trainee 1/2 position, located in DMV's Driver Safety Programs, include but are not limited to:u2022 Coordinating the daily administration of the Impaired Driver Program (IDP) and Motorcycle Safety Program (MSP) programs.u2022 Conducing analysis, recommending and implementing policy and process improvements.u2022 Explaining and interpreting agency rules, regulations, policies and procedures to interested parties.u2022 Reviewing course provider applications, including new course curriculum for classroom and technology-based courses.u2022 Coordinating contracted curriculum and program providers, including contract development, implementation, administration and oversight.u2022 Reviewing monitoring reports and other source data, recommending sanctions for non-compliance, developing charges, prosecuting hearings, and implementing and enforcing sanctions.u2022 Serving as IDP Liaison to ITS on aspects of the Driver Regulation Enforcement and Management System (DREAMS), which includes reporting system malfunctions, recommending system enhancements and assisting in the development of system user guides.u2022 Responding to inquiries from industry contacts and the public.u2022 Performing the varied duties of a HSPA within the multiple programs and units administered by DMV Driver Safety Programs, including cross-training in all program areas. Minimum Qualifications To be eligible for this position, you must meet one of the following conditions:NY HELPS:For Highway Safety Program Analyst 1, G-18: Six years of experience planning, administrating, monitoring, and evaluating a wide range of traffic safety, alcohol and drug rehabilitation, and driver safety education program activities.For Highway Safety Program Analyst Trainee 2, G-NS (Equated to G-16): Five years of experience planning, administrating, monitoring, and evaluating a wide range of traffic safety, alcohol and drug rehabilitation, and driver safety education program activities.For Highway Safety Program Analyst Trainee 1, G-NS (Equated to G-14): Four years of experience planning, administrating, monitoring, and evaluating a wide range of traffic safety, alcohol and drug rehabilitation, and driver safety education program activities.Substitution: An associate degree may substitute for two years of experience; a bacheloru2019s degree may substitute for four years of experience; a masteru2019s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.Transfer:One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment. Reinstatement:If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.55b/c Appointment:This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
