No County Albany Street Address 6 Empire State Plaza Swan Street Building City Albany State NY Zip Code 12228 Duties Description Under the general direction of the Executive Deputy Commissioner of Motor Vehicles, the Deputy Commissioner for Administration coordinates and directs the fiscal, central service, and human resource activities for the Department.The Deputy Commissioner is responsible for policy and program formulation in the areas noted above. The incumbent leads the Department in the procurement of goods and services, oversees the coordination of all human resource activities with internal and external stakeholders, including The Office of Employee Relations, the Department of Civil Service and labor unions and manages the development and negotiation of annual budgets with the Division of the Budget while overseeing the fiscal office for the agency.Specific duties include but are not limited to:u2022 Overseeing operational units responsible for: negotiation for real estate contracts and leases along with the management of all agency office and warehouse property; and oversight of the Departmentu2019s vehicle fleet u2022 Oversight of the Departmentu2019s Human Resources unit which includes labor relations and working with the State workforce labor unions; Statewide training for over 3,000 Department employees and affiliated partners; coordination with the Division of the Budget on staffing waivers; and recruitment and retention management for the Department across the Stateu2022 Manages the Departmentu2019s Fiscal unit which includes procurement and contract development and oversight; agency spending and revenue management; and coordination with the Division of the Budget on the Departmentu2019s annual budget and cash planu2022 With other members of the Executive Team, provides leadership and support for the agencyu2019s multi-year technology modernization project, ensuring the Department is positioned to successfully deliver on the projectAs part of the Departmentu2019s Executive Team, the Deputy Commissioner for Administration plays a pivotal role in the delivery of services for internal and external stakeholders, supporting the Departmentu2019s mission of u201cDriving You Forwardu201d. The Deputy Commissioner of Administration will collaborate with Executive Team colleagues to develop and implement strategic initiatives to further the goals of the agency and promote and execute modernization efforts to best serve New Yorkers in an everchanging environment. Minimum Qualifications Minimum qualifications:u2022 Candidates must have a bacheloru2019s degreeu2022 At least 10 years of management experience focused on fiscal OR human resource oversight of an organization.u2022 Knowledge of applicable local, state, and federal statutes, rules, regulations, internal controls, and processes.u2022 Ability to make excellent judgments, and exercise critical, analytical, and problem-solving skills under pressure and at times with extreme time sensitivity.u2022 Ability to compile, evaluate and interpret information and data from a variety of information sources.u2022 Ability to independently act on priority projects and issues.u2022 Ability to prioritize and complete work assignments in a timely manner.u2022 Ability to identify the most effective and efficient method to carry out duties. u2022 Excellent organizational skills to manage a varied and high-volume workload.u2022 Excellent written and oral communication skills with an attention to detail are required, including the ability to communicate complex information.u2022 Excellent interpersonal and communication skills including the ability to interact with colleagues and senior leadership inside and outside the agency.u2022 Familiarity with Microsoft software products including Word, Excel, OneDrive, SharePoint, Power Point and Outlook/Exchange.To succeed in this role, the candidate must:u2022 be a leader, a strong writer and communicator.u2022 be proactive and facilitate a collaborative environment.u2022 be able to identify issues and risks across various units and operations.u2022 possess excellent time management and organization skills and be able to oversee a wide range of priorities and competing tasks.u2022 exercise impeccable judgement in a fast-paced environment.u2022 be creative, inspirational and a motivator.
