Summary This position is located in the Facility Management Division of the National Mall & Memorial Parks. Open to the first 50 applicants or until 12/08/2025 whichever comes first. Responsibilities The major duties of the Facility Operations Specialist position include, but are not limited to, the following: Plans and implements the overall approach to meet the contracting objectives of the maintenance division for procuring a wide variety of requirements. Utilizes Facility Management Software Systems (FMSS) and Project Management Information System (PMIS) Establishes project scope, goals, objectives, deliverables, compliance requirements, and alternatives for maintenance projects and works in concert with internal and external professionals for projects outside the incumbent's scope of work. Maintains cost records and prepares annual work budget plans for maintenance operations. Tracks, analyzes and reconciles project costs. Duties will be developmental in nature when filled below the full performance level. Requirements Conditions of Employment U.S. Citizenship required. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit, and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Qualifications All qualifications must be met by the closing date of this announcement-12/08/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Minimum Qualifications: To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: possess one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: 1) Conduct surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability: 2) Inform contractors of construction and reporting requirements; 3) Supervise operations for conformance with project plans: 4) Performs cost estimating materials for labor and materials for a variety of projects to assist with the creation of contractual packages: and 5) Performs condition assessments for projects and planning needs. You must include your resume with hours worked per week annotated. -OR- EDUCATION: possess a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B .or J.D., if related. Major study- engineering, industrial arts, property management, or business administration. You must include transcripts. -OR- To qualify based on a combination of education and experience, they must total to 100% when combined. Calculate your education and experience percentages by determining what percentage of the required amounts you possess. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. For example, 3 months of experience would be 25% of the required 12 months. 27 semester hours of graduate education out of the 36 required, would meet 50% of the 18 semester hours beyond what's required of the GS-07 grade level. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Experience at this level must include all of the following: 1) Manage, plan, organize and direct a multi-faceted maintenance operation utilizing current facilities management practices such as analysis, life-cycle costs, and choosing by advantage; (2) Implement Facility Management Software Systems for cost effective management of assets; (3) Knowledge of procurement regulations and contract management requirements; (4) Prepare detailed cost estimates for facilities operations, maintenance, and construction; and, (5) Knowledge of organizational safety plans and job hazard analysis. You must include your resume with hours worked per week annotated. -OR- EDUCATION: possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a LL.M., if related. Major study- engineering, industrial arts, property management, or business administration. You must include transcripts. -OR- To qualify based on a combination of education and experience, they must total to 100% when combined. Calculate your education and experience percentages by determining what percentage of the required amounts you possess. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience.
