Duties involve overseeing the execution and administration of contracts by defining Statement of Work (SOW) and Specification requirements, awarding, and monitoring established contracts. May assign and/or supervise the work of staff. Reports directly to the Procurement Director. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.WORK HOURS: Monday and#8211; Friday, 8 hours a d y, 40 hours a weekESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIESOversees or prepares the scope of work, specifications, and conditions for new contracts; prepares contracts; assists with developing negotiation strategies; and awards new contracts.Develops templates for standard solicitation documents, including Invitations for Bid (IFB), Requests for Proposals (RFPs), Requests for Offers (RFOs), and Requests for Qualifications (RFQs).Oversees the operations and activities of monitoring contract performance, including developing and tracking key metrics.Manages the agency's vendor performance outcomes, monitors reporting compliance, and oversees compliance issues.Oversees the processing of contract documents to ensure that management understands and authorizes contract terms.Manages the Historically Underutilized Business (HUB) subcontracting activities and assists with making a good faith effort to ensure compliance of the HUB program.Develops short- and long-term strategies and goals for the administration of assigned contracts.Plans, develops, and conducts presentations.Prepares and submits reports as required by regulatory entities and internal management.May assist with reviewing and analyzing procurement-related legislation, including tracking legislative bills and assisting with bill analysis.Advises agency management and staff on contract-related regulations, policies, procedures, processes, systems, best practices, issues, trends, and developments.May assign and/or supervise the work of others.May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.Attends work regularly and observes approved work hours in accordance with the agency state employee policies procedures handbook.Performs related work as assigned.Qualifications: MINIMUM QUALIFICATIONSEDUCATION:Graduation from an accredited four-year college or university is required (substitution allowed).PREFERRED EDUCATION:Graduation from an accredited four-year college or university with major coursework in public administration, accounting, finance, management or a related field is preferred.EXPERIENCE:Five (5) years of experience in contract administration, development, management, evaluation, or monitoring contract providers is required.Three (3) years of supervisory experience required.Experience using Microsoft applications to include Microsoft Word, Excel and Outlook is required. PREFERRED EXPERIENCE:Experience in major maintenance, renovation, construction and professional service contracts is preferred. SUBSTITUTION:Additional years of relevant experience may substitute for required education on a year per-year basis. REGISTRATION, CERTIFICATION OR LICENSURECertified Texas Contract Developer (CTCD) (formerly known as Certified Texas Purchasing Manager (CTPM) is required.Valid driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business. OTHER REQUIREMENTSBackground Investigation. Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired.
