This Office is responsible for providing or arranging for building services. The duties of this position include, but are not limited to, the following: u2022 Perform semiskilled tasks in the operations and maintenance of mechanical and electrical equipment that provides heat, hot water, ventilation, air conditioning and electrical distribution; u2022 Perform routine preventive maintenance to HVAC systems while logging readings; u2022 Assist in monitoring and operation of building management systems related to the control of lighting, heating, ventilation, and air conditioning systems; u2022 Adjust equipment controls to correct malfunctions when indicated by observation. Advise supervisor when repairs are required; u2022 Clean mechanical rooms; u2022 Perform semiskilled plumbing, electrical and refrigeration work; u2022 Maintain steam traps, clean strainers and coils, change filters, and other preventive maintenance tasks related to HVAC systems and equipment; and u2022 Perform other duties as assigned. Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:u2022 Either: Graduate of heating, HVAC, ventilation, air conditioning, and refrigeration apprenticeship program from the U.S. Air Force;u2022 Or: Must have been an enlisted machinery technician (MK) with the U.S. Coast Guard OR possession of a certificate as a Marine Engineer issued by the U.S. Coast Guard;u2022 Or: Must have been an enlisted power generation equipment repairer with the U.S. Army;u2022 Or: Must have been an enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engineman with the U.S. Navy;u2022 Or: Must have a Merchant Marineru2019s Document (MMD) and have been a qualified member of the engine department (QMED) as an oiler, fireman/water tender, refrigerating engineer or engineman with the U.S. Merchant Marine;u2022 Or: Completion of a New York State Department of Labor registered apprenticeship program for stationary engineers, plant maintenance (plumber/steamfitter), HVAC Mechanic or plant maintenance (refrigeration/AC) (See Note #1);u2022 Or: Possession of a High-Pressure Boiler Operating Engineer License or Stationary Engineer License;u2022 Or: A bacheloru2019s degree in Facilities Engineering, Mechanical Engineering, Electrical Engineering, or Marine Engineering;u2022 Or: An associateu2019s degree in HVAC;u2022 Or: One year of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment;u2022 Or: One year of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment;u2022 Or: Completion of an HVAC certificate or diploma from a BOCES program (440 hours) OR completion of an approved certificate in HVAC, electrical, refrigeration, boiler operations and maintenance, or plumbing from an accredited technical school or technology college (See Note #2)COMPETITIVE MINIMUM QUALIFICATIONS:Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. You must complete and return it as instructed on the letter. 55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications: One year of experience in the operation, maintenance, and repair of boilers, HVAC, and/or auxiliary plant utilities equipment in commercial, industrial, or institutional facilities.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent competitive appointment or a non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointeesu2019 negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of experience will be required at the time of interview for all candidates. The work schedule for this position is Monday-Friday 7:30am-3:30pm. This position leads to a maximum salary of $52,413based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
