Yes County Albany Street Address 625 Broadway City Albany State NY Zip Code 12233 Duties Description Duties Description:The primary duties of this position consist of information management activities to support statewide environmental permitting, which include assisting regional staff using the Departmentu2019s permit application and facility databases and analyst tools; providing quality control/quality assurance assistance and metrics for permit application information; diagnosing, testing and working with technology staff to resolve software bugs; and developing content and guidance for permitting business processes. Additional duties may include support for the analysis, development, and testing of a new permit information system, and other data quality and information management initiatives. Essential Functions:Commitment to data quality and data standards. Ability to learn, or experience with, DEPu2019s software and general experience or ability to learn GIS, Drupal (website), filenet (document management), ITSM (IT request system). Commitment to maintaining a culture of support and courtesy. Ability to organize and manage complex, long-term projects such as software enhancement projects that require problem diagnosis, solution proposal, testing, feedback and refinement. Ability to work collaboratively on a team with differing views from various program areas and regions. Ability to be flexible and responsive to executive information requests and to resolve regional problems under pressure. Ability to prioritize issues to respond in a timely manner. Ability to organize and follow-up on a large volume of small tasks and issues with regional staff and/or Office of Information and Technology Services (OITS) to ensure resolution. Ability to initiate and develop procedures and tools to enhance and improve workflows and work products. Ability to learn new software systems and tools. Ability to problem solve. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Environmental Program Specialist Trainee 1, SG-NS:Four years of experience in a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding or organizational change efforts; assisting with the development of environmental public information campaigns.
