Yes County Albany Street Address Executive Office of Human Resources Management City Albany State NY Zip Code 12234 Duties Description The New York State Education Departmentu2019s Office of Human Resources Management (OHRM) is seeking candidates to fill a Human Resources Specialist 1 position in the Staffing Unit. The OHRM provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the Education Department, including the Office of Education Policy, the Office of Adult Career and Continuing Education Services, the Office of the Professions, the Office of Cultural Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer. Duties of this position include, but are not limited to, the following:u2022 Work closely with and develop relationships with program managers and staff for the effective accomplishment of program and OHRM work priorities;u2022 Provide technical assistance and guidance to program managers on a variety of human resources and civil service issues; u2022 Review, analyze and respond to program requests;u2022 Ensure compliance with NYSED and OHRM policies and procedures, negotiated agreements, Civil Service Law, rules and regulations, and other Human Resources laws that govern a variety of employment and employee actions;u2022 Work closely with program managers to ensure the development of a qualified, competent and diversified workforce;u2022 Interpret and apply negotiated agreements in the resolution of workplace challenges;u2022 Perform various activities related to staffing, classification, compensation, examination development, employee transactions, employee performance evaluations and position maintenance;u2022 Assist programs with organizational planning, staff-development, career ladder and succession planning initiatives; u2022 Assist in the development and implementation of new program initiatives; andu2022 Complete special projects as assigned. Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent competitive appointment or a contingent permanent non-competitive appointment.
