ARES is seeking an experienced IT Project Manager/Team Lead to support the NASA Office of Chief Information Officer (OCIO) to provide support to the IT Portfolio Management (ITPfM) and CPIC processes in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA's message, eMITS integrates services for NASA IT and provides NASA's communication to the outside world. Come join us in support of NASA's mission to inspire the world through information and discovery.Functional Responsibilities:Executes agency IT Portfolio-related submissions to the Office of Management and Budget (OMB) in support of the Planning, Programming, and Budget Execution (PPBE) processManages IT Portfolio-related data requests from NASA leadership, OMB, and CongressOversee a team of business analysts and directs day-to-day activitiesConducts customer consultations and assessment of business requirements, processes, and information systems, to guide and advise on product development/improvementsEvaluates processes for improvement and conducts root cause analysisCollects large amounts of data and produces meaningful analysis of data collected for agency leadersCreates executive summaries (EXSUMs) for agency leadershipApplication ownership-responsible for data input and export, coordinating with developers, and validating system functionality and integrationsSupports NASA Investment Owners and Center Investment Managers (CIM) CommunityFacilitates stakeholder meetings and cross-functional collaboration to ensure alignment on goals and deliverablesLeads or contributes to the development of dashboards to monitor business outcomes, team deliverables, and resource allocationProvides mentorship and guidance to IT Portfolio team to support professional development and knowledge sharingRemote, hybrid, and onsite positions, the employee bears travel costs to the nearest NASA Center for badging and the issuance of NASA IT equipment.For a Remote or Hybrid position, the employee must have a reliable internet connection and be able to VPN into the NASA network to conduct work.Minimum Requirements:Experience managing complex IT-related projects or programs, including coordination across multiple stakeholdersAbility to communicate effectively with a wide range of audiences, from technical users to executive leadershipWillingness and ability to perform data input and export in web-based applicationsProficiency in Microsoft Office 365 applications, including Word, Excel, PowerPoint, Outlook, Teams, OneNote, and OneDrive, and SharePointWillingness and ability to learn the governmental budget process and the Technology Business Management (TBM) FrameworkSelf-starter with the ability to learn new tools, systems, and processes independentlyExperience leading or mentoring a teamStrong analytical skills, including the ability to interpret and present data in a meaningful way for decision-makingAbility to facilitate meetings, gather requirements, and document business processesComfortable navigating ambiguity and adapting to evolving priorities or systemsPreferred Qualifications:Experience with the Technology Business Management (TBM) framework and responding to budget data requestsExperience analyzing and interpreting complex datasets to generate actionable insights for leadershipPrevious experience as a Project Manager or in a formal leadership roleFamiliarity with federal IT governance processes or reporting requirements (e.g., OMB submissions)Experience contributing to or managing cross-functional working groups or teamsEducation and Previous Work Requirements:Must have a BA/BSMinimum of eight (8) years of relevant ex
