Yes County Albany Street Address 44 Holland Ave City Albany State NY Zip Code 12229 Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 130,000 + individuals with developmental disabilities in New York State. The responsibilities of Budget Services include the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency's mission of helping families and people with developmental disabilities live richer livers. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on agency priorities. Budget Services is also responsible for developing spending plans for the district offices, Institute for Basic Research (IBR) and a variety of Aid to Localities (ATL) programs, such as Family Support Services and Individual Support Services; allocating and monitoring the use of resources on Personal Service, Non-Personal Service and ATL programs; assisting in allocating and monitoring the use of residential and non-residential development resources; assisting in the development of allocation methodologies for new resources, and the implementation and monitoring of budget initiatives and the agency spending control process.Under the direction of the Associate Budgeting Analyst, the Senior Budgeting Analyst will:u2022 Assist with the development of OPWDD's non-Medicaid fiscal projections.u2022 Track, monitor and analyze non-Medicaid disbursements and identify differences between projections and actuals; determine reasons for differences.u2022 Develop fiscal reports and visualizations for senior management. u2022 Analyze fiscal trends, identify problems, develop solutions and recommendations.u2022 Assist in the development, presentation, and implementation of the agency's budget request.u2022 Review and analyze legislative and other proposals and the implementation of the Enacted State Budget.u2022 Update the DOH on a bi-annual basis regarding OPWDD's Day Hab and Prevoc units.u2022 Assist with other Aid to Localities activities and special assignments as needed.Preference will be given to candidates who possess:u2022 Strong managerial skillsu2022 Strong analytical, communication and presentation skills;u2022 Strong computer skills, particularly as it relates to Microsoft applications such as Word, Excel, Access, PowerPoint and other related programs;u2022 Ability to gather, organize, and present pertinent data to leadership in a succinct manner;u2022 Ability to prepare and evaluate expenditure and other financial reports.Additionally, preferred candidates must be able to work in a fast-paced environment and handle competing, high priority assignments. LinkedIn: Minimum Qualifications OPEN COMPETITIVE:Budgeting Analyst Trainee 1 (Equivalent to SG-14): A bachelor's or higher degree.Budgeting Analyst Trainee 2 (Equivalent to SG-16): A bachelor's degree and one year of professional experience in budget estimation, justification, and expenditure control functions.Substitution qualifications for Budgeting Analyst Trainee 2: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Senior Budgeting Analyst (SG-18): A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control petitive: Candidates must be reachable for appointment on the current Civil Service Eligible List for this title.Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law.
