Job Description

Under general supervision of the federally qualified health center(FQHC) COO, the Director of Operations directs, administers and overseesthe operations and departmental objectives of all FQHC Departments andPrograms. Using data reporting, establishes quality and productivitymetrics and processes to assure that systems are performing optimally.Duties & Responsibilities: ? Research, forecast, recommend, implement,develop and measure FQHC departmental goals and objectives. Evaluateperformance in relation to established goals and develop new approaches,policies and objectives to effect continual improvement in theefficiency of the departments and services provided. ? Identify anddevelop areas for departmental expansion and growth as well as resolvedepartmental deficits. Work with department and senior leadership toresolve gaps using quantitative measures and reporting trends as adriver. ? Collaborate with department leadership, and operationsmanagement to drive quality and standardize improvements to maximizeutilization of staffing, resources and overall departmental production.? Assure compliance of all regulatory requirements within thedepartments tied to the role. ? Forecast, business plan, lead and/orparticipate in large scale infrastructure improvement projects acrossthe FQHC. ? Identify opportunities to integrate FQHC services,particularly that of the Eye, Dental, and Behavioral Health Departmentswith other clinical operations at UCHC including Federally QualifiedHealth Center (FQHC)/Primary Care Medical Home (PCMH) initiatives andthe PACE Elder Service Program. ? Provide direction, leadership, andguidance to Patient Services leads and supervisors. ? Assist indetermining departmental staffing levels to meet the needs of thepatient community and department operations. Interview, hire, orient andtrain personnel, reviewing performance and making recommendations forfuture needs. ? Working with the FQHC COO, and various clinicaldirectors, establish professional standards for clinics; develop andreview data reports to assess departmental performance and outcomes; usedata to monitor performance against standards to assure high qualitylevel of services provided; take appropriate corrective actions asneeded. Develop, implement, and revise departmental policies, protocolsand procedures that comply with the most current accepted professionalstandards. ? Leverage Electronic Medical Record (EMR) and variousinterfaces to improve operational workflows in coordination withQuality, Clinical Leadership and Practice Management. ? Makerecommendations for operational improvements to maximize the patientexperience and implements approved recommendations. ? Manage and overseedepartment revenue cycle in collaboration with health center billingdepartment and clinical leadership to determine shrinkage or loss inrevenue collection and utilization of reimbursable services. ? Contractand maintain business relationships with vendors and insurers to meetthe needs of various FQHC departments. Participate in the review ofinsurance, provider, and business contracts, existing and new and makerecommendation to senior leadership for revisions. ? Review and approveinvoices in a timely manner in collaboration with the COO. ? Examine andidentify alternative revenue streams such as grants and reimbursableservices not offered or underutilized. ? Using the data and toolsprovided by the Finance department, develop departmental budgets;including staffing costs, capital improvements, supplies and otherexpenses with accountability for ensuring that the clinic operateswithin allocated funds. ? Provide oversight to the processes that ensureefficient patient scheduling, registration, check-in, check-out, co- andself-pay collection, treatment plan adherence, prescription refills, andreferral and authorization
