About this position. The Recreation Services Manager (Executive Director of Southern California Municipal Athletic Federation) is responsible for the overall development, management, administration, and execution of the programs under the direction of the Southern California Municipal Athletic Federation (SCMAF) Board of Directors. SCMAF is an organization of recreation professionals representing cities, counties, special districts, school districts, and recreation related commercial industry. SCMAF is organized geographically into five (5) Associations. Each Association has a governing Board that supports SCMAF and its members. The mission of SCMAF is to provide and promote sports training and competition in response to and conducted by its members. SCMAF provides opportunities to develop physical fitness and lifelong skills in a variety of team and individual sports for persons of all ages and abilities. The Recreation Services Manager (Executive Director of Southern California Municipal Athletic Federation) will also serve on the Department of Parks and Recreation Sports Committee and on A Better Life Through Sports Foundation as the secretary of this non-profit board. More information may be found on the SCAMF website at Essential Job Functions + Oversees the planning and management of SCMAF and its programs; ensures programs are well coordinated and executed; and coordinates committees developing and implementing SCMAF programs. + Manages and participates in administrative and fiscal operations, such as budgeting, monthly financial reports, programs, fundraising, sponsorship development, sporting goods sales, public relations, and planning of SCMAF activities. + Develops and maintains effective communication and working relations within and outside SCMAF, including the SCMAF Board of Directors, SCMAF Associates and members, donors, sponsors, volunteers, community groups, the media and the County of Los Angeles Department of Parks and Recreation. + Develops and implements SCMAF policies, procedures and goals; ensure policies and procedures are enforced and plans are implemented to achieve goals. + Plans, recruits, selects, reviews, and evaluates SCMAF staff. + Prepares and implements promotional and marketing plans and activities for SCMAF programs and services. + Administers the Insurance programs (class, camp, sports and officials), including developing the budget; submitting reports to the SCMAF Board; monthly registration reports to the insurance broker and promotes the Insurance to increase registered participants. + Solicits guest speakers, presenters, and trainers; secures and contracts for training sites and set-up. + Reviews and signs all Federation contracts. + Writes and submits grant request to potential grantors. + Travels throughout a large geographic region to attend meetings, promotes SCMAF programs, and provides support to the local Associations, agency members, and SCMAF committees. Requirements REQUIREMENTS TO QUALIFY + Graduation from an accredited college or university with a Bachelor`s degree or higher AND one year of experience at the level of Recreation Services Supervisor supervising and conducting regional or countywide sports programs. Each additional year of experience will substitute for one year of college up to a maximum of two years. DESIRABLE QUALIFICATIONS: Credit will be given to applicants who possess the following: + Additional experience beyond the requirements + Experience in Budget in the private or public sector + Experience as a Training Coordinator + Experience in Fundraising for a non-profit organization SPECIAL REQUIREMENT INFORMATION: To receive credit for your education, include a copy of your official diploma, official transcript, or letter/certificate from an accredited institution with your application at the time of filing or within seven (7) calendar days of filing your application. At the level of Recreation Services Supervisor ( is defined as s upervising recreation activities at one or more parks or facilities, and under general direction, develops and administers specialized recreation programs and activities. Experience as a Training Coordinator refers to planning, organizing, and overseeing training programs. LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. PHYSICAL CLASS II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved. OUT-OF-CLASS EXPERIENCE: Out-of-class experience will not be allowed for this examination. WITHHOLD INFORMATION: No withhold will be allowed. Required experience must be fully met at the time of filing and clearly indicated on the application. Additional Information EXAMINATION CONTENT: + Training & Experience (T&E) Evaluation: This assessment type will evaluate the training, experience and education you list on a questionnaire and assign a score based on a standardized scoring system. This part of the assessment is worth 100% of your total score. The passing score for the assessment is 70%. ELIGIBILITY INFORMATION: Candidates who pass the assessment are placed on a list in the order of their score group for a period of twelve (12) months. NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
