Yes County Albany Street Address Office of Education Policy Office of Career and Technical Education City Albany State NY Zip Code 12234 Duties Description The New York State Education Departmentu2019s (NYSED) Office of Education Policy is seeking candidates for an Associate in Instructional Services (Career and Technical Education) in the Career and Technical Education (CTE) Office. This office is responsible for middle and secondary-level career and technical education instructional activities, program approvals and monitoring, administration of the Perkins V Strengthening Career and Technical Education for the 21st Century Act, and civil rights reviews that ensure compliance with federal civil rights laws. Duties of this position include, but are not limited to the following:u2022 Review and approve applications for NYSED program approval in the health sciences areas;u2022 Provide technical assistance and guidance to school district/BOCES applicants for health sciences programs;u2022 Serve as NYSED Liaison to the NYS Department of Health regarding curriculum and policy for state operational approvals to operate Nurse Aide Training Programs and Home Health Aide Training Programs;u2022 Serve as communications liaison between the NYS Department of Health (DOH) vendor for state Certified Nurse Assistant (CNA) certification testing, and school programs;u2022 Recruit and train new Registered Nurse (RN) site evaluators; revise and maintain a system of approval tracking and notification;u2022 Maintain data on operationally approved programs and licensed personnel in the Home Care Worker Registry;u2022 Provide on-going leadership in sustaining a statewide professional development model that supports all learners and enhances CTE programs in New York State;u2022 Serve as liaison to State and national organizations related to career and technical education policy initiatives and practices;u2022 Offer technical assistance to school personnel and other stakeholders, including the development and delivery of training materials to build teachersu2019 content knowledge and pedagogy in CTE;u2022 Implement Perkins grant administration activities, including State Plan development; technical assistance to the field; yearly risk assessments and monitoring plans; application and budget reviews; and on-site program reviews; u2022 Collaborate with internal offices, external CTE organizations, and NYSED contractors on CTE guidance and training projects;u2022 Research and prepare professional development materials, grants, contracts, proposed regulatory and policy statements, Board of Regents items, and informational materials; and u2022 Complete other duties, as directed, to foster statewide equity in access and quality of CTE programs. Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:u2022 Masteru2019s degree AND New York State permanent or professional CTE Certification in one of the following areas: K-12 Agriculture Education, K-12 Business Education, K-12 Computer Science Education, K-12 Family and Consumer Sciences Education, K-12 Technology Education, 7-12 CTE Certification in Human Services, or 7-12 CTE Certification in the Health Sciences Education field AND four years of full-time classroom teaching experience in the corresponding subject area.PREFERRED QUALIFICATIONS:u2022 Preference may be given to candidates who have a New York State permanent or professional CTE Certification in Health Sciences 7-12 in one of the following subject areas: Medical Assisting 7-12, Physical Therapy Aid 7-12, Emergency Medical Services 7-12, Sterile Processing 7-12, Practical Nursing 7-12, Ophthalmic Dispensing 7-12, Medical Laboratory Technology 7-12, Pharmacy Assisting 7-12, Dental Laboratory Technology 7-12, or Nurseu2019s Assisting 7-12 AND four years of full-time classroom teaching experience in the corresponding subject area. u2022 Candidates that hold a current NY State license as a Registered PETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Instructional Services (CTE).Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 22, 26, or 28), as indicated here: For information regarding the transfer options of your current title, please visit the Civil Service Career Mobility Office Website. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointeesu2019 negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of masteru2019s degree will be required at the time of interview for all candidates. Verification of degree and/or transcripts and valid New York State teaching certification in CTE will be required for all candidates at the time of interview. Candidates are required to possess valid permanent or professional New York State teaching certification in CTE at the time of hire. Continued employment is dependent upon maintaining valid New York State teaching certification in CTE and registering TEACH account every five years, including adhering to all relevant professional development and training requirements as specified by the Office of Teaching Initiatives. Failure to maintain a valid New York State teaching certification in CTE and registration of TEACH account every five years will result in removal from employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 10% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.This position leads to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
