Journeyman Manager Budget Execution Analyst

OverviewTecolote Research is seeking a Budget Execution Analyst to assist with a DHS Components Budget Execution activities. The analyst will assist the Government in supporting the Planning, Programming, Budgeting and Execution (PPBE) process.ResponsibilitiesPerform budget execution support to include, but not limited to the following:Maintain and distribute Lines of Accounting as requested by the program managerMaintain and track spend plan reconciliation with the status of fundsManage multiple Spend PlansConduct reconciliation between the financial reports and the spend plan; identify inconsistencies or imbalances, collaborate with stakeholders and provide recommendation / mitigation strategy to address the issues/concernsProvide financial management subject matter expertiseTrack commitments, obligations, expenditures using systems like the Federal Financial Management System (FFMS)Provide support in building and maintaining a budget dashboardAnalyze financial data and prepare complex financial reports and briefingsAllocate and track funding across multiple subdivisions and program codesReconcile plan funding with actual expendituresOther budget execution activities include extracting, analyzing, summarizing and preparing data for presentation from the financial system, travel system, purchase card tool, etc.Skills RequiredUS citizenship required3 to 10 years professional work experienceAbility to obtain DHS SuitabilityExpertise in Microsoft Excel, Power BI, and Power AppsKnowledge and experience in the federal budget process, federal budget lifecycle, the federal procurement process, and the federal travel and government purchase card policiesAbility to perform duties independentlyStrong oral and written communication skillsEducationBachelors degree required, preferably in math, engineering, business, or the sciences.BenefitsWe offer competitive salaries commensurate with education and experience.
