Summary This position is part of the NNSA - Office of Secure Transportation, Department of Energy. A successful candidate in this position will serve as a Management Analyst (Secondary) Responsibilities As a Management Analyst (Secondary), the incumbent will be doing the following duties: Serve as a management advisor providing support, information, and advice to the organization's senior staff regarding recruiting objectives, changing strategies, and planning to sustain NMC staff ceiling levels. Develop and conducts studies of the recruitment program to recommend methods of improvement for current and future NMC recruitment and identifies opportunities to improve and streamline processes. Participate on committees and at meetings to study and incorporate program improvements. Establish and track metrics utilizing various computer software programs, incorporating large amounts of data from various sources to develop statistical reports and to manipulate such information to assess the progress of the recruitment program. Prepares statistical reports to track progress and effectiveness of the program initiatives. Address issues which are frequently complicated by human resources regulations as part of the recruitment process, which can directly impact the OST mission capabilities in maintaining NMC staffing levels to carry out the Secure Transportation Asset in support of national security programs. Collaborate with other team members to track and provide trending data for each applicant from initial contact to final disposition and assists with staff assistance for each phase of the process. Administer comprehensive recruitment initiatives and provides direct contact to outside entities such as military installations, law enforcement agencies, veterans' affairs organizations, and other Federal agencies. Work encompasses a variety of areas requiring effective communication and collaboration with both internal and external organizations and the public. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS In this secondary position, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NV-01, NQ-01, or GS-08. Specialized experience for this position is defined as: Experience applying analytical methods to conduct major recruitment programs. Implement recruitment strategies, track data, coordinate and execute the OST Recruitment Program. Examples of qualifying experience includes: Experience serving in a recruitment and outreach program sufficient to advise on laws, regulations, policies and standards Experience applying analytical methods and techniques to assess program effectiveness Experience utilizing computer software programs in order to manage large quantities of computer-generated data Your application and resume should demonstrate that you possess the following competencies.
