OverviewTecolote Research is seeking a Budget Execution Analyst to assist with a DHS Components Budget Execution activities. The analyst will assist the Government in supporting the Planning, Programming, Budgeting and Execution (PPBE) process.ResponsibilitiesPerform budget execution support to include, but not limited to the following:Developing, reviewing, and implementing project-level budgets and annual and multi-year spend plansConducting regular and recurring reviews of resource utilization to identify issues that might impact the programs overall objectivesDeveloping and preparing routine, periodic reports on the allocation, status, tracking, commitment, obligation, and expenditure of funds as well as providing analysis of variances and recommendations for reconciliationProvide support for the established budget change request process and variance reporting by documenting and tracking emerging, changing or reduction of requirementsProvide support for the creating and developing of reporting and analysis of trends, actuals and impacts to existing or future budgetsAssist with and analyze variances and report the status of fundsAssist with developing and updating financial processes and procedures to adequately account for and safeguard of funds allotted for program and projectsProvide support with the procurement request process and manage the updates to the procurement trackersAssist with drafting, identifying, and tracking unfunded requests (UFRs)Provide draft justifications and impacts for budget and resource allocation plan (RAP) decision-making process. Provide recommendations on the trade-offs within program budget to support must-paysAssist with developing briefs and reports for corresponding budget execution plans.Track all budget requests, supporting documents, reports, and responses in approved repositories, such as Microsoft SharePoint, internal shared drives, and Microsoft TeamsProvide support with creating file folders, directories, and naming structures for retrieval and collaboration across the programAssist with preparing and delivering monthly budget execution status of funds reports, provide weekly budget summaries regarding program budget taskers and other budget-related activities and provide weekly summary reports on the status of budget execution activities. These reports shall include budget execution status report narratives, issues, and recommendations as well as schedulesSkills RequiredUS citizenship required3 to 10 years professional work experienceAbility to obtain DHS SuitabilityExpertise in Microsoft Excel, Power BI, and Power AppsKnowledge and experience in the federal budget process, federal budget lifecycle, the federal procurement process, and the federal travel and government purchase card policiesAbility to perform duties independentlyStrong oral and written communication skillsEducationBachelors degree required, preferably in math, engineering, business, or the sciences.BenefitsWe offer competitive salaries commensurate with education and experience.
