Primary Function of Organizational Unit Reporting to the Associate Vice Chancellor for Administration, the Chief of Police and Director of Public Safety leads a full-service CALEA-accredited Department of Police and Public Safety handling law enforcement and investigation of all crimes, Clery Act requirements, and parking regulation and enforcement. Primary Purpose of Position The NCCU Chief of Police and Director of Public Safety organizes, directs, and supervises the day-to-day activities of the on-going comprehensive campus police and public safety programs on campus, for a total of 2,286,194 million square feet of facilities in over 65 buildings. The Chief of Police is responsible for ensuring university security/safety and protection programs, including crime prevention, campus patrol, investigations, crime reporting and case management, and parking operations are effectively led and managed. The Chief is also responsible for administrating the Universityu2019s compliance with the Jeanne Clery Disclosure of Campus Crime Statistics Act (Clery Act) of 1998 and its requirements. In addition to the Chief, the department has 29 sworn officers, 12 security officers, nine police telecommunicators, two university switchboard operators, the Cleary Coordinator, and up to seven administrative staff (including parking operations). Required Knowledge, Skills, and Abilities Technical Knowledge and Skills: Thorough understanding of, and how to properly apply and enforce, North Carolina General Statutes related to criminal, traffic, and other applicable laws. u2022 Intimate understanding and use of investigative techniques and case preparation, and standard law enforcement equipment. u2022 Ability to interpret new laws, ordinances, rules, and policies for university leadership and staff, and relate them to the operations and requirements of public higher education institutional context. u2022 Proficiency in monitoring threat assessments, administrative actions, and major criminal investigations for compliance with legal procedures and organization policies. u2022 Expertise in examining and applying appropriate responses to critical incidents, to include compliance with all applicable policies and procedures. u2022 Experience with and knowledgeable of the requirements of the Jeanne Clery Disclosure of Campus Crime Statistics Act {Clery Act) of 1998. u2022 Understanding of higher education and HBCU culture and how a police and public safety department supports and operates within public higher education institutions. Planning and Organizing Operations: u2022 Highly competent in identifying current and future issues facing the areas of public safety and security, and skilled at establishing and committing to courses of action to accomplish strategic goals. u2022 Adept at developing plans and procedures to accomplish mid-range (fiscal year(s)) and short-range goals and assignments within available resources. u2022 Extensive experience arranging and assigning work to use resources effectively and coordinating administrative and technical services. u2022 Proficient and highly experienced in establishing operating standards and procedures to comply with state and federal rules and regulations and organizational policies. Business Administration and Human Resources Management: u2022 Adept at evaluating and allocating resources, planning procurement, and conducting oversight of budgets and contracts to ensure fiscal stability of the organization. u2022 Proficient in the recruitment, selection and development, coaching, counseling, disciplining, and evaluation of employees. u2022 Experienced in planning and supporting the training and development of employees and retaining a diverse workforce of security and administrative professionals. Communications and Public Relations: u2022 Proficient in oral and written communications to carryout out the Chief of Policeu2019s duties and responsibilities. u2022 Ability to effectively communicate with staff through interpersonal interactions and written documentation, and to provide positive and motivational leadership to security professionals. u2022 Experience developing and maintaining effective relationships with local and State law enforcement agencies and the media. u2022 Proficient in building and maintaining a positive image of public safety operations and to effectively manage situations affecting public relations. u2022 Skilled in preparing and presenting relevant information and briefings to various internal and external audiences and stakeholders on behalf of the organization. u2022 Models honest and high ethical conduct in words and actions. Minimum Education/Experience A Bacheloru2019s degree with at least 7 years of command law enforcement experience. A Masteru2019s degree in public administration or criminal justice is strongly preferred, and high-level management / supervision training (e.g., AOMP, FBI-NA, LEEP) is preferred. Should possess broad experience in all areas of a police department including patrol, crime prevention, criminal investigation, and administration with an established successful record of effectively managing the activities and functions of a police department. Experience in a higher education public safety or campus police department is preferred. Licenses or Certification required by Statute or Regulation Must have completed a Basic Law Enforcement Training Course with current certification as a law enforcement officer by his/her respective state (or with no more than a one-year break in full-time sworn service at time of appointment). Please note that North Carolina law does not recognize nor have a reciprocal relationship with Federal law enforcement certification. Must possess a valid North Carolina Driveru2019s License within 30 days of hire date. Successful completion of a background investigation per requirements of the State of North Carolina. Successful completion of a psychological examination, medical examination, and drug screening prior to employment as required by the State of North Carolina. Primary Responsibilities and Duties Function Leadership Describe the specific tasks and responsibilities related to the function. u2022 Organizes, directs, and supervises the day-to-day activities of the on-going comprehensive NCCU police and public safety programs. u2022 Effectively leads, advises, coaches, and mentors staff and all assigned officers and non-sworn personnel. u2022 Develops and implements the departmentu2019s strategic goals and objectives and oversees implementation of shorter-range activities to meet those goals. u2022 Establishes effective crime prevention, protection, patrol and investigation programs. u2022 Assists in the preparation and execution of the departmentu2019s annual operating budgets. u2022 Implements and monitors department policies and procedures in accordance with current professional standards. u2022 Establishes and maintains effective and collaborative working relationships with other NCCU departments and student organizations to promote department objectives and NCCU strategic goals and mission. u2022 Maintains and implements mutual aid agreements and positive working relationships with other state and local law enforcement agencies. u2022 Complies with legislation requirements related to campus crime and law enforcement, including the preparation, review and distribution of an Annual Security Report as directed by the Jeanne Clery Disclosure of Campus Crime Statistics Act (Clery Act) of 1998. u2022 Participation in public relations activities and community events in order to increase public awareness of the NCCU police department and form strategic partnerships with the broader community. Function Management & Operations Describe the specific tasks and responsibilities related to the function. u2022 Manages and implements all administrative, operational, and financial responsibilities of the department, including the supervision of the Universityu2019s sworn and non-sworn police and public safety officers. u2022 With departmental leadership, plans and schedules the work of officers and other staff to ensure adequacy staffing and campus police coverage, as well as proper distribution of assignments. u2022 Ensures continuous training and improvement programs for all sworn and nonu00adsworn staff, especially all training requirements to retain required sworn officer certifications.
