JOB REQUIREMENTS: This position is primarily responsible for preparationand analysis of budget, finance management operations, and businessinformation services operations for the Health & Human Servicesdepartment, however will be cross-trained with other Brown Countyfinancial functions. The Health & Human Services department includes theBusiness Operations Division, the Community Treatment Center (SkilledNursing Facility, psychiatric hospital, CBRF), a Community ServicesDivision that provides county human services programs, and a PublicHealth division. The work is performed under the direction of theDirector of Administration, with additional operational directionprovided by the Health & Human Services Executive Director. EssentialDuties Directs the planning, organization and development of budget,business and information services initiatives for the Health & HumanServices department within Federal, State and County guidelines.Responsible for planning, organizing and preparing, within theguidelines established by the State of Wisconsin and Department ofAdministration, the annual Health & Human Services budget. Works withdepartment management in explaining the budget goals & objectives.Facilitates the budget process with the Health & Human Servicesdepartment management team. Monitors expenditures/charges, utilizesexpenditures to capture available state/federal funds and ensurescompliance within budget limitations for the Health & Human Servicesdepartment's overall budget and individual cost centers. Responsiblefor coordinating all financial aspects of the Health & Human Servicesdepartment's day-to-day financial operations including accounting,forecasting, billing, collections, reporting, payroll, purchasing andprotective payee. Regularly conducts a strategic analysis of revenuestreams to maximize revenue for the Health & Human Services department.Implements and monitors the effectiveness for the following areas ofresponsibility, continuously looking for ways of improving operations:Billing Accounts Payable Accounts Receivable Financial Audits FinancialForecasting Audit Liaison Internal Controls Department FinancialPlans/Grants State Reporting Purchasing Payroll Protective Payee BudgetOversees the day to day operations of financial accountants, accountingsupervisors and the protective payee supervisor within the Department;plans, schedules and assigns work; instructs and trains in methods andprocedures; checks and approves work in progress and upon completion;conducts performance evaluations; recommends to the Director ofAdministration and Health & Human Services Executive Director hiringactions, probationary decisions, corrective actions, developmentdecisions and grievance investigations for assigned staff; ensures thesmooth day-to-day operation of the budget and finance unit. Workscooperatively between the functions assigned with both the Director ofAdministration and the Health & Human Services Executive municates effectively with both. Maintains awareness of federal,state and county laws and regulations, local requirements, and policyimpacting funding. Regularly communicates and shares monthly financialforecasts with Health & Human Services department supervisors and otheradministrative positions responsible for specific cost pletes required state and federal reports with regards todepartmental activities and funding. Completes ad hoc analysis offinancial projects and policy changes for the Health & Human ServicesExecutive Director, Human Services Committee/Board as required. Workswith Administrative staff on new initiatives and ongoing projects todetermine the financial impact to the Health & Human Servicesdepartment. Provides presentations to board, committees and otherinterested parties on fiscal related matters, including the annualbudget. Completes Health & Human Services department financial plans andgrant budgets. Oversees the establishment of Medical Assistance ratesand other rates necessary for billing purposes. Acts as the financialliaison in both Medicaid and Health & Human Services department audits.Serves as a department representative with local and state financialgroups. Assists in creating and maintaining a positive, rewarding workenvironment that capitalizes on the commitment and talents of theunit's personnel. Develops and recommends to the Director ofAdministration and Health Human Services Executive Director policy andprocedures that will improve financial operations. Confers withcolleagues in other County departments and agencies, and inorganizations outside of the County (including community non-profitorganizations) to maximize cooperation in areas of joint involvement,and to create partnerships among clients, families, staff and otherpublic agency and private sector resources. OTHER EXPERIENCEAND QUALIFICATIONS: Knowledge of federal/state government accountingprinciples, policies and fiscal expectations of counties, includingthose related to nursing homes, psychiatric hospitals, social services,mental health or alcohol and drug abuse programs. Knowledge ofcomputerized management information systems. Knowledge of principles ofbudgeting and revenue enhancement. Knowledge of billing and collectionsfunctions. Knowledge of labor contracts and personnel managementpractices. Knowledge of analysis and interpretation of complex reportsof data. Knowledge of effective oral and written communicationtechniques. Knowledge of principles of supervision and personnelmanagement. Knowledge of the interrelationships of services provided bylocal public and private agencies and organizations. Knowledge of andability to utilize a computer and the required software. Ability toeffectively develop and manage an annual budget. Ability to exercisesound judgment in very sensitive circumstances. Ability to monitor theselection, assignment, and performance of exempt and non-exemptpersonnel. Ability to provide effective liaison with other Countyagencies, departments, community providers and employees. Ability toperform mid to upper-level data analysis including the ability tocoordinate, strategize, systematize and correlate, using discretion indetermining time, place and/or sequence of operations within anorganizational framework. Requires the ability to implement decisionsbased on such data, and overseeing the execution of those decisions.Ability to utilize reference, descriptive, consulting, design andadvisory data and information such as financial forecasts, financialaudits, accounts payable/receivable, billings, program proposals andcontracts, performance appraisals, and State and Federal Statutes.Ability to communicate orally and in writing with the Health & HumanServices Executive Director, Human Services Board and Committee,senior-level administrators, supervisory staff, non-exempt staff,clients and community agency representatives. Ability to develop andmaintain effective working relationships, communication and customerservice approach. Ability to perform high level mathematical operations,descriptive statistics and to prepare and interpret advanced statisticalreports. Ability to exercise judgment, decisiveness and creativityrequired in situations involving the direction, control and planning ofan entire program or multiple programs. Ability to apply principles ofinfluence systems such as supervising, managing, leading, teaching,directing, coaching, planning, coordinating and controlling. Ability toexercise independent judgment to apply facts and principles fordeveloping approaches and techniques to problem resolution. Ability towork the required hours of the position.
