The Personnel Management Officer oversees TXSGand#8217;s personnel functions, including recruitment, retention, employee relations, classification, compensation, training, and risk management coordination. Work involves developing and implementing personnel policies, conflict resolution strategies and workforce modernization efforts that are consistent with the Texas Military Department's (TMD) priorities. The Personnel Management Officer must ensure compliance with State Office of Risk Management (SORM) standards, Equal Employment Opportunity (EEO) guidelines, and Texas Government Code 437 requirements. This position supervises the work of others. Reports to the TXSG Director of Support and works under limited supervision with considerable latitude for initiative and independent judgment.WORK HOURS: Monday-Friday, 8 hours a day, 40 hours a weekESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIESDirects and oversees TXSG Manpower resources, activities, and initiatives.Provides expert guidance to leaders and supervisors on HR policies, classification, compensation, and employee relations.Develops and implements HR policies, procedures, and guidelines that comply with state and federal laws, SORM regulations, and military requirements.Establishes and monitors goals, objectives, and performance metrics related to HR operations, including recruitment, retention, and training.Advises TXSG leadership on organizational structure, force development, and personnel readiness.Serves as the primary point of contact for employee relations and conflict resolution, including mediating workplace disputes and providing recommendations to leadership.Conducts risk assessments and ensures compliance with SORM standards, safety regulations, and workplace accountability measures.Provides oversight of HR records, employee evaluations, classification, and reclassification requests.Prepares workforce planning reports, manpower assessments, and HR-related studies.Coordinates with TMD HR and legal offices regarding complex personnel matters, complaints, or compliance issues.Represents the TXSG HR interests at staff meetings, training conferences, and interagency working groups.Supervises HR staff and provides professional development, mentorship, and oversight.May develop and implement long-range HR modernization and workforce planning strategies.May occasionally work evenings, weekends, or holidays to support TXSG operations.Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.Performs related work as assigned.Qualifications: CONDITIONS OF EMPLOYMENTApplicants must have and maintain active membership in the Texas State Guard as a condition of employment. They must also be qualified for entry into or continued service in the Texas State Guard in accordance with all applicable regulatory policies. Candidates must meet the age, education, aptitude, physical, and character requirements for the TXSG. The State Military Specialist must wear the appropriate military duty uniform while in state service. NOTE: If applicants are not currently members of the TXSG, they must be willing to join and become members upon employment.MINIMUM QUALIFICATIONSEDUCATION:Graduation from an accredited four-year college or university is required.PREFERRED EDUCATION:Graduation from an accredited four-year college or university with major coursework in human resources management, public administration, business administration, or a related field preferred.EXPERIENCE:Five (5) years of progressively responsible human resources management experience, including policy development, employee relations, and workforce planning is required.Three (3) years of supervisory experience required.Experience with conflict resolution, mediation, or employee relations required.Experience with Microsoft Office applications (Wo
