No County Suffolk Street Address 415-A Oser Avenue City Hauppauge State NY Zip Code 11788 Duties Description Development Coordinator in the Development Unit is responsible for the timely completion of provider agency development of residential and day services for individuals with intellectual and developmental disabilities. The Development Coordinator closely manages project development to ensure is cost-effective, and meets the programmatic, health and safety needs of the individuals who will utilize the program, as well as NYS and local building code, NYCRR Title 14 and OPWDD regulations. Typical certified day and residential services projects include but are not limited to the establishment of new services, relocation of existing services to new site, changes in certified capacity of existing services, lease renewal for existing services, reinvestment of capital and renovations to existing certified sites. PRIMARY DUTIES AND RESPONSIBILITIES: ? Managing program development projects including the following:? Process request for services for fair market appraisals/rent studies? Complete site saturation study in ArcGIS and review flood map in FEMA? Request and review architectural feasibility studies ? Review project costs and communicate review with provider agency? Ensure that all project request and/or changes meet the best interest of the people being served.? Review Certification of Need (CON) application requests and process for approvals? Review of Padavan/ NYS MHL 41.34 letters? Attend community meetings? Coordinate 41.34 hearings and participate as applicable? Prepare Prior Property Approval (PPA) documents? Prepare Development Plan (DVP) entries? Review design and bid solicitation documents to ensure compliance with NYS procurement guidelines? Attend construction site visits to monitor and report on progress towards completion? Review requests for construction change orders? Process Division of Administration Revenue Support (DARS)/ Confirmation to Proceed with Program Certification (CPPC) form? Request the Regulatory Compliance Contract and Capital Component Security and Lien agreement? Coordinate pre-opening surveys with Division of Quality Improvement (DQI)? Program Operations Specialist Trainee 2, NS (equivalent to SG-16): A bacheloru2019s degree in a human services field and one year of experience in a federal or state certified human service program, which must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and analysis.Program Operations Specialist 1, SG-18: A bacheloru2019s degree in a human services field and two years of experience in a federal or state certified human service program. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and PETITIVE: Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title.Substitution:A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.TRANSFER:Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
