Through the delivery of our operations and maintenance services, youu2019ll make it simpler and more seamless for our municipal clients to operate safely and efficiently, empowering communities to focus on what matters most to them - people.As a Project Engineer, you will join our collaborative Water and Wastewater Utility Program team to support Federal Projects at Fort Campbell, KY and Fort Irwin, CA. You will support concurrent delivery of multiple medium-sized Capital Improvement Projects, from initial planning through completion of construction.Also, as part of the project team you will: Coordinate all phases of water and wastewater capital improvement projects from initial planning through construction completion, serving as a liaison between operations teams, program management and program support teams, design consultants, and contractors. Facilitate project requirements definition with operations and maintenance personnel to ensure project scope accurately reflects operational needs and system performance objectives. Facilitate preliminary and full design coordination activities with engineering consultants, ensuring timely delivery of design packages that meet technical specifications, regulatory requirements, and budget constraints. Contribute to constructability review and provide feedback to the engineering team during project design phase. Oversee technical studies including topographic surveys, geotechnical investigations, and environmental assessments, coordinating with specialized consultants to obtain critical project data for design development. Monitor project schedules and milestone deliverables throughout the design phase, proactively identifying potential delays and facilitating corrective actions to maintain project timelines. Support design review processes by organizing review sessions, consolidating stakeholder comments, and tracking resolution of technical issues identified during design reviews. Coordinate construction procurement activities including development of bid packages, support for contractor prequalification, conducting pre-bid meetings, and evaluation of construction proposals. Support pre-construction activities including oversight of pre-construction submittal process, conducting pre-construction conference, and coordinating mobilization and construction initiation with contractors and operations and maintenance teams. Support construction activities including daily coordination with construction management and inspection teams, conducting progress review meetings with contractors, facilitating the review of pay applications, RFIs, and change orders, facilitating dispute and issue resolution, and assisting with periodic progress reporting to the Government. Facilitate quality assurance activities with internal staff and third-party inspectors, ensuring construction work complies with approved plans, specifications, and industry standards. Perform physical field work including but not limited to construction inspection and health and safety observation and inspection, as needed. Facilitate maintaining comprehensive project documentation including progress reports, construction activity logs, change orders, and correspondence to create accurate records for project closeout and future reference. Excellent organizational and communication skills with proven ability to manage multiple concurrent projects, coordinate stakeholder activities, and maintain detailed project documentation. Ability to communicate technical information effectively, verbally in-person, over teleconference, and in writing. Proficiency with Microsoft Office Suite applications Physical ability to walk construction sites and work outdoors under varying weather conditions Valid driveru2019s license with no major infractionsPreferred Qualifications Professional Engineer (PE) license and/or Certified Construction Manager (CCM) certification Experience in project management or engineering support roles for water and wastewater infrastructure projects, including familiarity with treatment facilities, distribution systems, and collection systems. Knowledgeable in OHSA safety regulationsThis is a hybrid position working from home and onsite and will support the Federal projects in both Fort Campbell, KY and Fort Irwin, CA. 25-40% travel expectationWorking Conditions & Physical Requirements:Safety is a core value at Jacobs.
