See details about what we do.This position is a member of our CID/Dam Safety Division. HEREand#8217;S WHAT YOUand#8217;LL BE DOING Oversee the National Dam Safety Program grant to include development of work plans and budgets. Oversee the review of the grant applications and monitor the implementation, management, evaluation, and close-out of grants according to rules and regulations.Oversee the development and implementation of the High Hazard Potential Dams Rehabilitation Grant to include development of operational policies and procedures, work plans, and informational materials. Develop application materials including contract shell, application, guidance documents and checklists. Oversee the review of submitted grant applications and determines the subrecipientand#8217;s eligibility for award based on established criteria. Monitor the implementation, management, evaluation, and close-out of grants according to rules and regulations.Oversee grant and contract activities for the Section including preparing specifications for bids, negotiating grant/contract renewals and amendments; and make recommendations to revise grant and contract terms and other related documents. Prepare and review grant/contract closeout materials. Lead quality assurance and control activities to ensure compliance of grantees with conditions of grants.Provide guidance and oversight on activities that provide technical assistance to agency staff, grant recipients, contractors and the public, including the development of workshops, application assistance events, and conference presentations. Serve as a liaison between the Division, Federal partners, State, and local entities by attending meetings, responding to information requests and resolving issues between parties involved. KEY QUALIFICATIONS Experience developing and/or managing budgets for a program, section, division, or other similar subdivision of an organization.Experience preparing or reviewing written documents required for grants including grant work plans, grant reports, grant budget.Experience preparing and reviewing technical or financial documents.Experience in reconciling budget, purchases, and/or grants using budget reports and/or accounting systems.Experience managing and/or procuring contracts.Qualifications: REQUIRED EDUCATION EXPERIENCE A bachelorand#8217;s degree from an accredited college or university, plus three years of full-time experience in developing, implementing, coordinating, administering, monitoring, and/or planning grant programs. OR A bachelor's degree from an accredited college or university plus five years of full-time experience performing supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material. Substitution for all options One year of full-time experience related to examples of work performed may substitute for 30 semester hours of the required education. OR A graduate degree in public administration, busines administration, environmental resource management, planning, or in an area relevant to the position from an accredited college or university may be substituted for one year of the required experience. Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ. The selected candidate must meet the minimum qualifications of the corresponding job in theGrant Specialist IV series. Work Schedule Standard business hours are M-F, 8:00 a.m. - 5:00 dividual and work group schedule determined by the TCEQ Austin Headquarters.
