Salary Range: $49.50- $53.00 Responsibilities: Air Quality Permit Program Management: -Develop, implement, and maintain program guidance, policy, procedures, and document templates necessary for the processing and issuance of air quality Permits to Construct, Tier I and Tier II operating permits, Permit by Rule, General Permits and exemption reviews. - Ensure program activities are implemented in accordance with the agency’s strategic plan objectives. - Ensure permit program activities are implemented in accordance with EPA work plans and the requirements for Idaho to maintain EPA authorization for delegated and SIP approved air quality programs. Represent the program in discussions and negotiations with EPA. - Assign pre-application meetings, permit applications, exemption reviews and special air projects to air quality engineering staff. Maintain database tracking of project assignments, workloads and perform QA/QC on database elements. - Provide technical review of engineering and permit related decisions from permit engineers. - Provide recommendations to the Stationary Source Engineering Manager for decision-making on non-routine, or complex technical or policy issues. - Provide technical and regulatory guidance and policy implementation for the regulated community. - Provide regulatory interpretations and remain current on proposed changes to federal air quality rules and guidance. - Identify and recommend staffing, technology and infrastructure needs. Supervisory Function: -Perform supervisory duties for eight air quality engineering staff. Perform staffing duties including interviewing and selecting qualified candidates for vacant positions. - Provide training, mentorship, and coaching of new and existing staff. Provide timely performance reviews and establish objectives for continued professional growth. DEQ Coordination and External Liaison: - Provide technical and engineering support for the Compliance Assurance Program in compliance assistance and enforcement decisions. - Provide technical and engineering support in negotiated rule making efforts. - Represent the Air Division at workshops, conferences, public meetings, public hearings and in response to inquiries from the media, consultants, federal, state and local officials and representatives. Minimum Qualifications: Licensure: Licensed in Idaho as a Professional Engineer (PE);OR Be eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12; AND: Valid driver’s license; AND: Good knowledge of: state and local government operations pertaining to a specific engineering discipline; AND: Level I knowledge of management practices. Typically gained by completion of one three (3) credit or equivalent upper division college-level courseORattended a State Supervisor/Leadership training or equivalent;ORsix (6) months of experience managing others. AND: + Experience: o Supervising staff;Typically this is gained by at least one (1) year of work experience with specific responsibility for hiring, performance evaluations, work assignment, discipline, termination, and other personnel management activities. o Interpreting and applying federal, state, and local laws pertaining to a specific engineering discipline;Typically this is gained by at least one (1) year of experience as a professional engineer working in a city, state, or municipality or engineering consulting firm submitting and/or reviewing engineering plans and specifications for compliance with state or federal standards. o Evaluating engineering projects and making decisions relative to their merit;Typically this is gained by at least one (1) year professional experience, as a licensed professional engineer, assessing the overall environmental impact of community or municipal projects, with responsibility for reviewing, evaluating engineering project plans. o Writing engineering reports and correspondence;Typically this is gained by at least one (1) year of professional engineering experience, POST LICENSURE, where you wrote engineering reports and correspondence. o Reviewing and critiquing engineering analyses;Typically gained by at least one (1) year of professional engineering experience, POST LICENSURE, working in a city, state, or municipality or engineering consulting firm, critiquing engineering analyses. o Making oral presentations to groups relative to the merits of engineering applications.Typically this is gained by at least one (1) year of professional engineering experience giving presentations to internal staff which included a variety of topics (technical and informational).
