Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in Californiau2019s Central Valley. Job Description Under the general direction of the Senior Commercial Specialist, the Procurement Specialist functions as a team member who is responsible for developing procurement documents and managing procurement processes for capital procurements. This employee also supports the development of boilerplate procurement documents and contracts for competitively procured contracts. The employee works in the Capital Procurement Section, which is part of the California High-Speed Rail Authorityu2019s Program Delivery Office, Contract Management Branch. Core Duties: u2022 Applies knowledge and utilization of both efficient procurement processes, market research, and good business management to ensure timely delivery of goods and services to the customer. u2022 Utilizes innovative cost and time efficient strategies in decision-making in the acquisition process. u2022 Formulates the contracting approach to be taken that will best satisfy the requirement. Determines the type of contract best suited to the requirement, developed by the appropriate special clauses and terms and conditions applicable to the solicitation. u2022 Performs cost and price analysis for all negotiations and supporting documentation for price fair and reasonableness determinations. u2022 Throughout the life of the A/E, supply, construction, information technology, utility and service contract, maintains liaison with the contractor to interpret contractual obligations and provide problem resolution under the direction of the Contract Manager. u2022 Coordinating with legal, finance, and other departments ensuring compliance with legal and regulatory requirements u2022 Implementing contract management policies and procedures, and identifying areas for improvement u2022 Monitoring contract execution to ensure obligations are met, while maintaining detailed records of contract documents and communications u2022 Providing training and guidance on contract-related issues to teammates/staff u2022 Collaborate with internal stakeholders across departments to ensure contracts align with business objectives and risk tolerance. u2022 Ensure compliance with legal and regulatory requirements, as well as internal CAHSR policies and regulations. u2022 Under managementu2019s supervision, coordinates review of developed customized contract drafts by stakeholders (i.e. Legal - based on associated risk, Risk Management & Insurance Services, Audit Services, Environmental Services, Safety, etc.) to mitigate risk. u2022 Under managementu2019s supervision, reviews, modifies, and negotiates contract terms and conditions to mitigate risk. u2022 Prepares, maintains and reviews purchasing files, reports and price lists. Prepares purchase orders and sends copies to suppliers and to departments originating requests. u2022 Actively aware of safety in day-to-day activities. u2022 Responds to customer and supplier inquiries about order status, changes, or cancellations in a timely manner supporting CAHSR needs. u2022 Under managementu2019s supervision, compares prices, specifications, and delivery dates to determine the best acquisition method, while preparing all PreAward/PreSolicitation documentation. u2022 Tracks the status of requisitions, contracts, and orders. u2022 Other related duties maybe assigned Basic Job Requirements u2022 Accredited four (4) year degree or global equivalent in applicable field of study and five (5) years of work-related experience or a combination of education and directly related experience equal to nine (9) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements u2022 Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors u2022 Job related technical knowledge necessary to complete the job u2022 Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines u2022 Ability to attend to detail and work in a time-conscious and time-effective manner Other Job Requirements u2022 Proven Knowledge of State and federal contracting statutes, regulations, and practices u2022 Proven ability to develop appropriate contact language that meets legal requirements as well as the project requirements of the functional areas. Ability to work collaboratively with others in an integrated matrix organization Preferred Qualifications u2022 Masteru2019s Degree/Juris Doctorate u2022 FAC-C Professional, DAWIA Level II or III, or equivalent. u2022 5+ years of experience in contract management, the principles, contractual terms, pricing structures, pricing tools and data systems, negotiation, project support, finance, contracting, or proposals. u2022 Strong presentation skills and the ability to effectively communicate in writing and in person. u2022 Demonstrated well-developed organizational and time-management skills and proven ability to prioritize multiple demands and meet established deadlines and commitments. u2022 Demonstrated leadership skills as well as the ability to manage multiple priorities within strict deadlines in a fast-paced environment. Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidateu2019s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
