Candidates from outside or within State Service can apply.As a Human Resources Specialist 1, you will work in Hutchings Psychiatric Center's Human Resource Office, and your duties will include:Preparing employment transactions in accordance with Civil Service LawReviewing and preparing requests for new positions, reclassifications, and increases in minimum hiring rates. Developing recruitment strategies Corresponding with potential applicants about job opportunities Counseling employees as needed Overseeing the administration of time and attendance rulesCandidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement Statewide (NY HELPS) program as a Human Resources Specialist 1 if they have six (6) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.Substitution: An associate's degree can substitute for two (2) years of specialized experience; a bachelors degree can substitute for four (4) years of experience; a masters degree in a related field can substitute for five (5) years of experience; and a doctorate in a related field can substitute for six (6) years of experience.ORC andidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement Statewide (NY HELPS) program as a Human Resources Specialist Trainee 1 if they have four (4) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
