Job Description

Core Accountabilities- Develop S.M.A.R.T. objectives in partnership with the lines of business within your portfolio- Shape legislative and regulatory outcomes on policies within your portfolio- Engage and direct others to engage U.S. Treasury Department, the Department of Commerce, the USTR, FERC and other agencies relevant to your portfolio; key congressional committees (SFC, HWandM, House EandC); and congressional offices to advance Shell's policies- Direct technical comments, briefings, and testimony- Draft statutory language and regulatory comments and provide impact analyses on policies that may impact businesses within your portfolio- Lead and manage a team of individual contributors and direct outside consultantsSuccess Measures / KPIs- Advance policies that protect and enhance Shell's U.S. tax, trade, climate, maritime, and power trading portfolios- Secure federal policies that protect and enhance Shell's position as a leading off-taker of U.S. LNG- Secure federal climate policy priorities that protect Shell investments, improve the U.S. investment climate, and enable decarbonization through customer choice- Advance federal permitting policy priorities (legislative and regulatory) that encourage the construction of power generation and transmission in the U.S. in direct support of and alignment with Shell's power trading business- Achieve S.M.A.R.T. objectives that are developed in partnership with the lines of business within your portfolioCompliance and Ethics- Model Shells safety, ethics, transparency, and anticorruption standards in all federal advocacy activities- Ensure full adherence to LDA, FEC, House/Senate rules, agency ex parte protocols, and Shell internal controls- Maintain accurate, timely records of advocacy, meetings, deliverables, and expendituresWhat you bring- Must have legal authorization to work in the U.S. on a full-time basis for anyone other than the current employer- Bachelors degree required; advanced degree in law or public policy strongly preferred- 10-15 years in federal energy and environment policy and advocacy; expertise in key federal tax and trade statutes impacting Shell's U.S. portfolio, such as the Natural Gas Act, the Federal Power Act, key corporate and energy project provision of the Internal Revenue Code, Section 232 of the Trade Expansion Act, and Section 301 of the Trade Act- Experience working with corporations and trade associations required; prior in-house experience for a corporation or trade association strongly preferred- Mastery of legislative and rulemaking drafting and processes- Proven experience successfully engaging with federal government officials- Existing relationships with senior federal agency and congressional staff required; relationships with congressional members and agency political appointees preferred.- Experience leading a team strongly preferredWhat we offerThe base salary range for this position is $210,000.00 - $314,000.00 per year. Individual pay will be based on various factors, such as relevant work experience, education, certifications, skill level, seniority, and internalequity.For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description), insurance coverage options include medical, dental, vision coverage, life Insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time, up to 11 paid holidays, and parental leave offering 16 weeks of paid leave for birthing parents, and 8 weeks of paid leave for non-birthing parents.Additionally, employees are eligible for short-term disability leave for up to 26 weeks at 100% or 50% of base pay as well as Lon -Term Disability insurance. Shell also offers other compensation such financial reimbursement for adoption, wellness, education, and personal learning expenses, and some roles are eligible for discretionary long-term incentives. For interns, eligible benefits include medical, dental, and vision coverage, life insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs; participation in a 401(k) plan; and paid leave for up to 11 paid holidays.
