The Child Care Early Learning (CCEL) Division is focused on helping children and families by increasing access to high-quality child care, promoting early learning, and fostering long-term self-sufficiency for families. CCEL works closely with other state agencies that also serve young children, through an Early Childhood Interagency Workgroup (ECIW).This position is onsite and based at 1117 Trinity Street, Austin, TX. Ideal candidates will live in the Austin area or be willing to relocate to the Austin area.TWC is not considering applications from individuals who require sponsorship for an employment visa, including those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.WHO YOU ARE:A well-rounded and confident professional with extensive knowledge of Texas early childhood services, programs, and education. You are committed to a collaborative approach, supporting multiple state agencies who serve young children, in identifying statewide solutions that ensure the best outcomes for young children. You are comfortable facilitating public-facing meetings, both virtually and in person, and you have led strategic planning and project management activities in previous positions.WHAT YOU WILL DO:The Child Care and Early Learning Early Childhood Interagency Coordinator (Project Manager IV) performs advanced (senior-level) project management work supporting the ECIW, which is made up of staff from TWC, Texas Education Agency (TEA), and Texas Health and Human Services Commission (HHSC). The Early Childhood Interagency Coordinator (ECIC) is a shared cross-agency position that works for and closely with early childhood leadership at each of these agencies to coordinate operations among them. Work involves coordinating the planning and initiation of an array of early childhood programs and initiatives identified in strategic plans; monitoring the progress and implementation of programs and initiatives; and communicating regularly with project stakeholders, management, and other relevant parties. This position manages the ECIW and the Texas Early Learning Council (TELC). May direct, assign, and evaluate the work of project staff. This role will work under limited supervision, with considerable latitude for the use of initiative and independent judgment.YOU WILL BE TRUSTED TO:-Develop goals, objectives, strategies, action plans, and metrics to monitor the coordinated efforts across state agencies to support early childhood programing and improve outcomes for families with young children.-Convene early childhood staff leaders from all three agencies, through the ECIW, to support and advance early childhood programs. Assist the ECIW in developing project schedules, work plans, and resource needs as well as identify potential implementation risks or difficulties.-Coordinate stakeholder engagement, including facilitation of the Texas Early Learning Council and represent the ECIW in meetings, conferences, panels, and committees, as requested.-Encourage communication and, when appropriate, facilitate coordination of multi-agency early childhood initiatives and programs among agencies, including data sharing and potential funding opportunities (e.g. grants). Provide ongoing support for the ECIW and the TELC. Provide support for the Quad Agency Child Care Initiative Commission on issues that intersect with E IW and TELC work.-Maintain awareness of early childhood program activities across state agencies and proactively identify opportunities for cross-agency communication, coordination, and collaboration.-Coordinate development and dissemination of concrete communication tools to help stakeholders understand early childhood supports that are available across the various state agencies.-Perform other related work as assigned.YOU QUALIFY WITH:- Five years of full-time experience in project management work, business analysis, or project administration; or five years of full-time experience in the oversight of an agency program or in strategic planning and policy implementation.-Relevant academic credits may be applied toward experience qualifications for this position.- One year of full-time in-service TWC experience classified as a Project Manager III with regular status will satisfy the minimum qualifications.YOU ARE A GREAT FIT WITH:Knowledge of:-Early childhood education, early childhood intervention, home visiting or public health services for children (including mental health), preferably in a school district, regional educational service center, state or federal agency administering early childhood services, or an early childhood organization.-State and federal legislative and rulemaking processes-State and federal laws and regulations that govern early childhood services, including:-Portions of the following rules and laws that address early childhood services:-Texas Education Code-Texas Family Code,-Texas Government Code,-Texas Human Resources Code,-Texas Administrative Code-Individuals with Disabilities Education Act-Texas Infant and Toddler Guidelines-Texas Prekindergarten Guidelines-Child Care Development Block Grant-Texas Rising Star Quality Rating Improvement SystemSkill in:-Effective and professional verbal and written communication.-Monitoring and coordination of projects that require cross-agency or cross-program collaboration.-Grant research, application, and management.Ability to:-Communicate effectively, including communication with policy makers at the state and local level.-Analyze complex information and develop and evaluate policies, procedures, and guidelines related to this information. Collect and analyze a wide variety of data sources. Prepare complex reports and effective presentations. Identify project or implementation risks, evaluate alternatives, and implement effective solutions. Manage project activities by prioritizing and completing multiple projects simultaneously to meet deadlines. Establish strategic goals and objectives.-Demonstrate negotiation and facilitation skills, particularly related to coordination of work across departments or across state agencies.
