Limitations apply to current State employees.Open Date 11/7/2025 Close Date Until FilledMinimum Qualifications Masters degree in a human services field, Business Administration, or Public Administration. 48 months or more experience at an administrative level working in the field(s) of infant and early childhood mental health, early child development (birth to five) and families, or children and adolescents mental health. OR 24 months current permanent status as a Mental Health Specialist II performing duties as indicated above. Human services field includes the following disciplines: Social Work, Psychology, Criminal/Juvenile Justice, Special Education, Sociology, Speech Education, Rehabilitation, Counseling, Speech Pathology, Audiology, Nursing, Physical or Occupational Therapy, and any related academic disciplines associated with the study of Human Behavior, Human Skill Development, or Basic Human Care Needs. Key Responsibilities Supports the evaluation and quality assurance efforts for Infant and Early Childhood Mental Health Services by coordinating the monitoring, collecting, reporting of data, and collaborating with partner agencies. Plans, coordinates, and manages all aspects of professional development related to ADMH IECMH workforce capacity building. Acts as liaison between Infant and Early Childhood Services and the Alabama Partnership for Children (APC) and its First 5 Alabama Association as appropriate and/or as assigned by IECSP Senior Program Manager. Assists the IECSP Senior Program Manager on programmatic decisions related to fiscal management of IECMH budget. Assists the IECSP Senior Program Manager in identifying, securing, and/or managing financial resources to expand the work of Infant and Early Childhood Services across the state. Assists the IECSP Senior Program Manager in creating and enhancing standards, policies, and procedures. Assists the IECSP Senior Program Manager with office supplies needs and collects and tabulates leased car mileage and Travel Logs Develops and supports successful working relationships among colleagues. Supervises, organizes and assigns work activities in the administrative supervision responsibilities of IECMH Employment Announcement EQUAL OPPORTUNITY EMPLOYER Consultants. Serves as proxy for Infant and Early Childhood Special Programs IECSP Senior Program Manager at meetings, committees, and events when requested. Required Knowledge, Skills, and Abilities (KSAs) Knowledge of related federal and state laws, rules, and regulations as they relate to Medicaid and the implementation of grants. Knowledge of adult learning and training/development principles, practices, and techniques. Knowledge of policy development. Knowledge and understanding of IECMH endorsement requirements for IECMH Consultation in Alabama. Knowledge and experience to effectively build teams and apply collaborative strategies across organizational divisions and with external partners. Ability to supervise and evaluate the work of others. Ability to exercise the judgement, decisiveness, and creativity required in situations involving the direction, control, and planning of an entire program or multiple programs. Ability to plan, organize, and prioritize work activities. Ability to communicate effectively, both verbally and in writing. Ability to establish and maintain contact with high level officials and various other public agencies.
