JOB REQUIREMENTS: Job#: 3018990 Job Description: The Department ofNatural Resources Information Technology (DNR IT) executive program isseeking two qualified applicants for Business Analyst positions tosupport the ePermitting Discovery Project. This project is asignificant, agency-wide discovery and planning effort focused onassessing DNR's current permitting environment, which includes multiplepermitting applications across programs, and defining requirements for afuture ePermitting solution. These positions require a full-timecommitment (40 hours/week) and are ideal for senior-level businessanalysts with strong experience in requirements elicitation, processanalysis, stakeholder engagement, and documentation in complex,regulated environments. This effort is focused on discovery and analysisand does not include system implementation orconfiguration.Qualifications: The ideal candidates will have demonstrated experienceperforming business analysis for complex IT initiatives involvingmultiple stakeholders, legacy and modern systems, and cross-programworkflows. Strong analytical, facilitation, and communication skills areessential, along with experience documenting requirements to supportfuture procurement or modernization efforts. Required Skills andExperience: Extensive experience conducting business analysis on largeor complex IT initiatives. Proven ability to lead requirementselicitation through interviews, workshops, and document analysis. Strongexperience documenting current-state business processes and workflows.Experience assessing multiple applications or systems that supportsimilar business functions. Ability to identify commonalities,variations, and opportunities for standardization across programs.Strong written documentation skills, including business, functional, andnon- functional requirements. Experience working with diversestakeholders, including program staff, IT teams, and leadership. Abilityto facilitate discussions, manage differing perspectives, and driveconsensus. Strong analytical and critical-thinking skills to evaluateoptions, risks, and constraints. Experience working within establishedPMO standards, templates, and governance processes. Excellentcommunication skills for engaging both technical and non-technicalaudiences. Preferred Skills and Experience: Experience with permitting,licensing, regulatory, or case management systems. Experience working ingovernment or public-sector IT environments. Familiarity withePermitting platforms or workflow-based SaaS solutions. Knowledge ofenterprise integrations such as identity management, payments, GIS, ordocument management systems. Experience using tools such as Jira,Confluence, SharePoint, or similar collaboration platforms. KeyAttributes: Highly analytical and detail oriented. Strong collaboratorwith the ability to build trust across programs and stakeholder groups.Effective facilitator who can guide productive discussions and captureclear outcomes. Proactive problem-solver who identifies risks and issuesearly. Organized, dependable, and committed to delivering high-qualitydocumentation. Adaptable and comfortable working in environments withevolving priorities and constraints. This position reports to the DNR ITPMO Supervisor. This position will also work closely with DNR permittingprogram staff and supervisors, DNR IT technical and enterprise serviceteams, Strategic Partnerships and Business Relationship Managementstaff. The roles will utilize DNR IT standards, processes, software, andtools to deliver consistent and high-quality discovery outputs. PrimaryTasks: Conduct discovery and analysis of current state permittingprocesses across multiple DNR programs. Identify and document existingpermitting applications, tools, and workflows. Facilitate stakeholderinterviews and workshops to elicit requirements and identify painpoints. Document business, functional, and non-functional requirementsfor a future ePermitting solution. Develop current-state andfuture-state process flows and conceptual models. Identify opportunitiesfor standardization and consolidation across permitting programs.Document statutory, regulatory, and operational constraints affectingpermitting processes. Collaborate with IT staff to identify integration,data, reporting, and security considerations. Maintain discoverydocumentation, findings, and recommendations in accordance with PMOstandards. Support development of executive summaries, findings report,and leadership report-outs. Participate in validation sessions toconfirm accuracy and completeness of documented findings.
