This role is central to ensuring projects are delivered transparently, efficiently, and in a manner that reflects both community priorities and long-term public value.We are searching for a Project Manager to join our team supporting the Unified Government of Athens-Clarke County. This position is embedded with the Countyu2019s Capital Improvement Program team and supports the delivery of multiple public infrastructure and facility projects funded through voter-approved local capital programs (SPLOST and Transportation SPLOST). The role requires strong technical judgment, critical thinking, and project management skills, combined with a collaborative consulting mindset and the ability to understand and balance diverse stakeholder needs within a highly engaged community.This position serves as an Owneru2019s Authorized Representative embedded with Athens-Clarke County and reports to the Program Manager. The Project Manager oversees multiple capital projects from planning through design, construction, and closeout within an established program framework, with increasing independence as experience and familiarity with program requirements are demonstrated from planning through design, construction, and closeout within an established program framework. Responsibilities include coordinating with internal departments, consultants, contractors, and the public; administering contracts; reviewing schedules and cost proposals; documenting decisions; and escalating issues as appropriate to ensure successful project delivery.The key areas of responsibility associated with this role will be:Project Delivery & Owneru2019s Representationu2022 Effectively applies and enforces project standards as required by the Contract, the Specifications, and Jacobs Project Execution Standards.u2022 Manages assigned projects as the Owneru2019s Authorized Representative, overseeing scope, schedule, resource selection, risk assessment, budget, and fees required for successful delivery.u2022 Facilitates User Group Meetings and coordinates technical input from stakeholders.u2022 Professionally resolves issues within delegated authority and documents decisions.u2022 Documents and advises Program Management of any foreseeable project challenges, required adjustments, agreements, and negotiations. Properly escalates issues to ensure on-time delivery.Contract Administration & Cost Managementu2022 Reviews contract documents and related materials with the project team and relevant staff. Ensures compliance with project contract documents and terms.u2022 Sets turn-around time targets for reviews and monitors compliance with established project metrics; adjusts as required.u2022 Manages resource allocation throughout the project life cycle. Monitors and manages costs of internal and external resources to complete the established project plan.u2022 Monitors and manages all project costs and proactively addresses cost conflicts prior to execution of work authorizations.u2022 Ensures compliance with established billing procedures. Reviews and recommends progress pay estimates in a timely manner.u2022 Reviews, verifies, and certifies monthly engineering and contractor payment requests; compares progress billed against actual deliverables and advises management of discrepancies.Stakeholder, Public & Interagency Coordinationu2022 Represents Jacobs and/or the Client in negotiations and communications with designers, contractors, agencies, and other stakeholders, in coordination with Program Management and Client leadership as appropriate.u2022 Directs and reports project progress and performance to Program Management and the Client.u2022 Establishes and maintains liaison relationships with Athens-Clarke County departments, consultant engineering firms, and outside agencies.u2022 Assists with public involvement and citizen outreach activities in coordination with the Owneru2019s Public Information Office.u2022 Aids in ensuring responsiveness to citizen inquiries and timely resolution of complaints.Quality, Safety & Risk Managementu2022 Ensures quality processes are planned and implemented in accordance with Program, Project, and Contract requirements.u2022 Proactively manages changes in project scope, identifies potential conflicts, and develops contingency plans for project success.u2022 Ensures project team members engage in safe work practices in compliance with site-specific safety procedures and industry standards.u2022 Ensures required safety equipment is available and utilized as necessary.Documentation, Reporting & Professional Practiceu2022 Oversees administration of project documentation, including reports, meeting minutes, and contract records, in accordance with program requirements.u2022 Maintains all required contract records and project files.u2022 Manages projects and assigned work in a proactive, organized manner.u2022 Applies professional knowledge and experience to provide solutions, apply cost-effective practices, and adapt to changing project conditions.u2022 Performs other related duties as assigned. Basic Qualificationsu2022 Bacheloru2019s degree in civil engineering, construction management, architecture, or other applied technical disciplines related to the built environment.u2022 Minimum 5-7 years of progressive project management experience, including demonstrated ability to independently manage multiple projects and administer design and construction contracts in an owner-side, consulting, or public-sector environment.u2022 Excellent written and verbal communication skills, including the ability to prepare clear documentation, correspondence, and presentation materials.u2022 Experience in client service and stakeholder management, including coordination with diverse internal and external parties.u2022 Ability to quickly learn and adapt to a variety of project management and document control tools (e.g., MS Office Suite, Bluebeam, MS Project), primarily for project oversight, coordination, and reporting.u2022 Demonstrated flexibility and situational awareness, with the ability to adapt to changing project conditions and stakeholder needs.u2022 Demonstrated ability to exercise professional judgment, document decisions, and escalate issues appropriately within established governance structures.Preferred Qualificationsu2022 Professional Engineer, EIT, or CCMu2022 Experience in the southeast US construction industryu2022 Excellent written communications skillsu2022 Experience managing consultants and contractors in an owner-side or oversight role.Jacobs is an Equal Opportunity/Affirmative Action Employer.
