The Senior Engineer ensures that technical documentation, including plans and specifications, are accurate, complete, and retrievable by those who require such documentation. This position provides technical professional level expertise in designing quality capital projects and asset modifications within established budgetary and schedule guidelines and compliant with county, state, and federal laws and regulations. This position will act as a productive team member, or team leader, on interdependent technical support teams. This position fully supports the project management function at CAP during design development and construction of projects through preparation of estimates, preparation of consultant scopes of work, evaluation of cost proposals, oversight and review of consultant designs, and review of project submittals. Leads reliability engineering services as a member of an asset management team responsible for the reliability, availability and maintenance of ICS equipment at pumping plants, water conveyance systems and facilities for the Central Arizona Project (CAP). Identifies failures through root-cause failure analysis for ICS equipment. Some of the duties include: 1. Provides complete and professional design services and technical leadership for the purpose of planning and constructing new features of the CAP and modifying, operating, and maintaining existing features of the CAP through engineering expertise and coordination of all related disciplines. Provide control systems design including, but not limited to: - Programmable Logic Controllers (PLC) - Human Machine Interfaces (HMI) - Piping and Instrumentation Diagrams (P&ID) - Control schematics and wiring diagrams Provides the preparation of, or technical oversight of, plans and specifications, internal Work Packages, and materials and cost estimates. 2. As a Senior Engineer, acts as the internal, discipline specific, engineering expert to the entire CAP organization and effectively communicates recommendations and technical conclusions. Provides discipline specific engineering leadership, mentoring, and expertise to other personnel as necessary or as directed. 3. Prepares, conducts, and coordinates technical studies and investigations. Communicates the outcomes in a complete and professional manner to all appropriate levels. 4. Reviews and communicates review comments on contract submittals, inspects work done by contractors and CAP maintenance personnel, and provides technical input on work quality and adherence to codes and standards. About the Qualifications For the Electrical Controls Engineer: + Bachelor of Science degree (or higher) in Control Systems, Instrumentation or Electrical Engineering (control or computer), or a closely related field. + Five (5) years total Controls Systems Engineering experience. + At least three (3) years experience performing Controls Engineer responsibilities as defined below in Section 1B (Required Minimum Technical Qualifications). + Advanced degree or other related experience may substitute for up to two years of total Controls Systems Engineering experience. REQUIRED MINIMUM TECHNICAL QUALIFICATIONS + Familiar with design and hardware around a PLC based control system + PLC software development experience (manufacturer preference is Rockwell) + HMI software development + Sub-station automation software development + Design experience of 600V or less systems PREFERRED TECHNICAL QUALIFICATIONS + Rockwell PLC ControlLogix Platform experience + AVEVA Application Server with OMI (System Platform)/Aveva Enterprise SCADA + Control system network design REQUIRED CERTIFICATIONS OR LICENSES: + A valid driver's license and maintain a good driving record. + This is a safety-sensitive position and requires physical testing. PREFERRED CERTIFICATIONS OR LICENSES: + Professional registration (PE) For the Senior Electrical Controls Engineer: + Bachelor of Science degree in Control Systems, Instrumentation or Electrical Engineering (Control or Computer Systems). + A minimum of eight (8) years total discipline specific experience. + At least six (6) years experience performing Controls Engineer responsibilities as defined below in Section 1B (Required Minimum Technical Qualifications). + An advanced degree or other related experience may substitute for two (2) years of total experience. + Must hold an active Professional Engineering License as defined below in Section 1D (Required certifications or licenses). + Recognized discipline specific expertise at CAP or a work environment closely related to CAP. + Demonstrated ability to review internally and externally developed plans and specifications for constructability and maintainability and compliance with building codes, safety codes and regulations, and company design standards. + Demonstrated understanding of contract administration and procurement procedures, policies, and legal regulations. + Demonstrated success working as the principal designer for complex, multi-disciplinary efforts. + Demonstrated superior oral and written communication skills and the ability to clearly discuss difficult and complex maintenance and design engineering issues.
