Yes County Albany Street Address OPCHSM - Administrative Management Services Group 2863 Corning Tower, Empire State Plaza City Albany State NY Zip Code 12237 Duties Description Located within the Office of Primary Care and Health Systems Management (OPCHSM), the Administrative Management Services Group (AMSG) is comprised of two bureaus with mutually exclusive job duties, and two sections that support cross-over activities. The Grants Management Bureau (GMB) supports grant initiatives across the Department of Health (DOH). GMBu2019s work primarily manages all health care transformation capital programs from award level through contract development, vouchering, and contract close-out. For non-capital contracts, GMB manages multiple rounds of awards for the Doctors Across New York (DANY) and Primary Care Service Corps (PCSC) loan relief programs. Job Duties Include: u2022Conduct key contracting deliverables including entering workplans into the Statewide Financial System (SFS)u2022 Conducting Vendor Responsibility reviewsu2022 Review and reimburse invoicesu2022 Monitor grantee progress on meeting performance measures u2022 Draft contracts and move to contract executionu2022 Determine appropriate sources of information; identify the underlying principles, reasons, or facts of information by breaking down information or data into separate partsu2022 Analyze information and evaluate results to choose and/or recommend the best solution; and solve problemsu2022 Communicate with individuals inside and outside the organization, using various methods, including written communications and oral presentations, to transmit and acquire information and other duties that support capital or non-capital programs within GMB Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.Non-Competitive Candidates via NY HELPS Program: Health Program Administrator: Six years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.Health Program Administrator, Trainee 2: Five years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.Health Program Administrator, Trainee 1: Four years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Preferred Qualifications: The preferred candidate will have the following knowledge, experience and skillset: Knowledge: - NYS procurement guidelines, policy and procedure.- NYS human resources activities, including recruitment, classification and compensation and appointment.- Division of Budget guidelines and State Finance Law.Experience: - Project Management - Procurement, Human Resource, Account Payable and Budgeting - Use of the Statewide Financial System (SFS)Skillset:- Proficiency in the use of Word, Excel, Access, and PowerPoint. - Ability to work well with a team and manage multiple competing priorities is required- Strong written and verbal communication skills Additional Comments This position is part of the NYS HELPS program.
