To accomplish our Mission, the individual selected for this position will assist the Legal & Policy bureau in overseeing and implementing the departmentu2019s rules review process and procedures. DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workersu2019 Compensation, and Administration. This position serves as anAdministrative Rules Coordinator (ARC)within the Administration Division. TheARCassists the Legal and Policy bureau by managing the administrative rules scheduling, ensuring accuracy of documents, drafting or reviewing rules to ensure compliance with legal standards and organizational policies, working closely with bureau attorneys and the Legislative Services Agency, collaborating with department personnel during the rulemaking process, and ensuring all rule filing deadlines are met. The position will also be responsible for other duties as assigned, which may include assisting attorneys and working on special projects. What Weu2019re Seeking The successful candidate for this highly detail-oriented position is a motivated, organized, and expeditious individual. The position reports to the Legal Counsel Supervisor, works collaboratively with attorneys in the bureau, and will be located at 6200 Park Avenue in Des Moines. What Youu2019ll Do You will be an integral member of our legal and policy bureau team, providing direct support to the agencyu2019s operations by: + Coordinating, scheduling, tracking, and assigning duties related to the voluminous number of administrative rules the department is responsible for creating, reviewing, and implementing. + Working closely with attorneys and departmental personnel in order to ensure efficiency and timeliness of rule submissions. + Reviewing and drafting proposed rules with accuracy and for consistency with departmental policies. + Creating and submitting rules and regulatory analysis through ESPER and the Rules Management System. + Serving as liaison to the Administrative Rules Review Committee of the legislature and to the Administrative Code Editoru2019s Office on all rulemaking activities. + Monitoring finalized rules and assisting with departmental implementation. + Coordinating with legislative liaisons on new legislation and accompanying rule implementation. + Assisting with other duties in the bureau, such as preparing standard orders and subpoenas, contested case preparation, open records requests, and special projects as assigned.
