The mission of the Floodplain Management Statewide Program Manager is to administer Louisianau2019s participation in the Department of Homeland Security/Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP). The major objective is to reduce flood loss in the NFIP by supporting communities in implementing the programu2019s requirements and by building state and community floodplain management expertise and capability, and leveraging state knowledge and expertise in working with communities. The DOTD office provides assistance and evaluates community performance directly reporting results to FEMAu2019s database and Mitigation Division. Louisiana's participation in the NFIP ensures the availability of flood insurance and disaster assistance for its citizens. The NFIP currently provides approximately $113 billion of flood insurance coverage to 318 Louisiana communities. The Statewide Program Manager directs all technical activities required to ensure Louisiana's continued participation in the NFIP and serves as Louisiana's NFIP State Coordinator. Please visit our DOTD Career Center for more information about our agency: Minimum Qualifications Seven years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR Six years of full-time experience in any field plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR A bacheloru2019s degree plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR An advanced degree, or a Juris Doctorate, plus three years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties and Other Information : + Coordinates with federal and state government agencies across multiple stateu2019s national flood insurance program managers and directors for the purpose of assuring compliance, sustainability, and effectiveness across the national program. + Advises executive DOTD staff, appropriate legal staff, the governor-led Louisiana Watershed Initiative Program and Louisiana community officials regarding legislation needed to improve the stateu2019s resiliency to reduce flood losses, increase public safety, and create avoidance of consistent social and economic losses in the state with regard to flooding. + Reviews and tracts federal and state legislation that will impact flooding for approximately 318 participating NFIP communities with flood insurance premiums at approximately $113 billion in coverage. + Monitors and acts as the subject matter expert on all National Flood Insurance program (NFIP) projects and policies of regional and national interest. Identifies opportunities and prepares request for federal financial assistance to accomplish flood resiliency within the state. + Administers the state National Floodplain Management Program and leads the stateu2019s efforts to build capacity, capability, meet performance measures and plan and coordinate with other state and federal agencies through FEMAu2019s State Tier Framework (TSF) performance based program. + Administers and is responsible for Community Assistance Visits (CAV), floodplain ordinance assistance, establishing a website for the NFIP, delivering community workshops and training, and updating the Floodplain Management Desk Reference referenced on all federal projects and used for compliance by all city and parish floodplain managers statewide. Represents the State of Louisiana, DOTD and the NFIP on task forces, commissions, and/or national, regional, state and/or local committees. + Responds to presidentially declared flood disasters in coordination with other State and Federal Agencies, participating in analysis of disasters and preparation of relevant reports.
