Technical Program Manager Top Secret Clearance required to start Hybrid - 1 day a week onsite in Sterling and 1 day a week onsite in DC Direct Hire System One is seeking a Technical Program Manager to support our Department of State client within the Bureau of Consular Affairs. This pivotal role manages several global impact high exposure projects focused on High Availability Disaster Recovery (HADR), AAG Cluster implementation, Other Government Agency (OGA) and Non-Government Agency (NGO) Datashare communications Network Operations. The Technical Program Manager (TPM) drives the planning, execution, and delivery of complex technical initiatives across cross-functional teams. TPMs work at the intersection of engineering, product, and business stakeholders to ensure programs are aligned to strategic goals, executed efficiently, and delivered with measurable impact. Preferred Qualifications: u2022 Program Manager with 10 to 15 years of Portfolio Leadership experience u2022 Software Systems Engineer with 5 years of Systems Integration/Development experience u2022 Senior Oracle Database Administrator (DBA) with 5 years of Oracle experience u2022 SQL Server Database Administrator (DBA) with 5 years of Microsoft SQL Server experience u2022 Network Engineer with twenty years of Network Engineering experience u2022 Experience with key technologies include Oracle, SQL, Azure, AWS, and OCI u2022 Key usability experience with JIRA, MS Project, Teams and PowerPoint u2022 Experience with cloud platforms (e.g., AWS, GCP, Azure) and distributed systems. u2022 Exposure to security, infrastructure, ML/AI, or hardware programs (depending on domain). u2022 Experience working in fast-paced or high-growth environments. u2022 PMP, Agile, or Scrum certifications a plus (but not required). Qualifications: u2022 Top Secret Security Clearance u2022 Bacheloru2019s degree in Computer Science, Engineering, or related technical field (or equivalent experience). u2022 5+ years experience in program management, technical project management, or similar roles. u2022 Experience managing complex technical programs involving cross-functional teams. u2022 Strong understanding of software development lifecycle (SDLC) and/or systems engineering. u2022 Excellent communication, organization, and stakeholder management skills. u2022 Ability to think both strategically and tactically, balancing high-level alignment with detailed execution. u2022 Familiarity with Agile methodologies, tooling, and modern DevOps practices. General Responsibilities: u2022 Lead end-to-end planning and execution of technical programs, including scope definition, requirements gathering, timelines, and delivery milestones. u2022 Partner closely with engineering and product teams to translate business objectives into technical plans and system architecture. u2022 Communicate program status, risks, and trade-offs clearly to technical and non-technical stakeholders including executives. u2022 Identify and resolve roadblocks across teams to maintain alignment, unblock execution, and ensure timely delivery. u2022 Develop and maintain program documentation including project plans, technical specs, and decision logs. u2022 Drive cross-team operational improvements and scalable processes to increase engineering velocity. u2022 Facilitate technical design discussions, dependency mapping, and prioritization. u2022 Manage risk, quality, and change management throughout the program lifecycle. u2022 Ensure outcomes are data-informed and measurable against OKRs, KPIs, and business goals. u2022 Foster collaboration between engineering, infrastructure, QA, security, PM, design, and external partners.
