The Logistics Specialist will play a vital role in enabling groundbreaking oceanographic and atmospheric research at the Pacific Marine Environmental Laboratory. This position offers the opportunity to manage complex international shipments for cutting-edge scientific equipment, coordinate a federal vehicle fleet, and maintain critical property assets that support research ranging from tsunami detection to ocean acidification studies. You'll work in a dynamic scientific environment where your logistics expertise directly contributes to NOAA's mission of understanding and predicting our changing planet.Work Schedule and Location:Hybrid: This full-time hybrid position will work Monday through Friday, 8 AM PST to 5 PM PST, with 80% of work performed onsite at 7600 Sand Point Way Seattle, Washington 98115 United StatesShipping and Logistics OperationsCoordinate and oversee all inbound and outbound shipments through various shipping methods and carriersFacilitate both domestic and international shipments, ensuring compliance with all relevant regulations, customs requirements, and documentationEstablish, prepare, and maintain Government Bills of Ladings (GBLs) for all shipments in accordance with federal shipping regulationsMonitor and track all shipments using appropriate tracking systems and databasesResearch and select appropriate shipping methods based on cost, timing, and cargo requirementsCoordinate with freight forwarders, customs brokers, and carriers to ensure timely deliveryResolve shipping discrepancies, delays, claims, and issues in coordination with carriers and internal stakeholdersManage shipping documentation including packing lists, commercial invoices, and certificates of origin for international shipmentsVehicle Fleet ManagementManage and maintain NOAA vehicle fleet maintenance schedules and requirementsCoordinate vehicle service appointments, inspections, and repairs with authorized service providersTrack vehicle usage, mileage, and fuel consumptionMaintain accurate and current records of vehicle maintenance history, registration, and compliance documentationEnsure vehicles meet all safety and operational standardsMonitor vehicle replacement schedules and coordinate procurement activities as neededProperty and Asset ManagementTrack and manage laboratory property and assets using established government databases and tracking systemsConduct property tagging, labeling, and identification in accordance with federal property management requirements and standardsPerform periodic inventory counts, audits, and reconciliations to ensure accuracyMaintain accurate and up-to-date asset management records, databases, and documentationUpdate property records for acquisitions, transfers, disposals, and location changesSupport property disposition, transfer, and excess property activities as requiredPrepare property inventory reports and respond to property-related inquiriesEnsure compliance with federal property accountability standardsDatabase and Records ManagementEstablish and maintain comprehensive databases for shipment tracking, vehicle maintenance, and property managementGenerate regular reports on logistics activities, costs, property inventories, and fleet statusEnsure data accuracy and integrity across all tracking systemsArchive and maintain historical records in accordance with federal record-keeping requirementsAdministrative and Coordination DutiesCommunicate and coordinate regularly with the contractor supervisor and Contracting Officer's Representative (COR) throughout project durationMaintain organized filing systems (both electronic and physical) for all logistics, shipping, and property documentationPrepare status reports, briefings, and presentations on logistics operations as requiredRespond to inquiries from PMEL staff regarding shipments, property, and vehicle availabilityCoordinate with vendors, suppliers, and service providers to obtain quotes and schedule servicesProcess invoices and maintain budget tracking for logistics-related expendituresIdentify and implement opportunities for process improvements and cost savings in logistics operationsParticipate in monthly progress meetings with COR and government personnelEnsure compliance with all applicable federal regulations, policies, and proceduresQuality ControlPerform quality checks on all shipping documentation and property recordsIdentify and correct discrepancies in logistics and property databasesImplement systematic procedures to prevent errors and ensure consistencySupport contractor quality control initiatives as outlined in the Quality Control PlanRequired:Education:Associate's degree in logistics, supply chain management, business administration, or a related field, ORMilitary logistics or supply chain training and certificationExperience:Minimum 5 years of work-related experience in logistics or supply chain managementDemonstrated experience coordinating domestic shipments using multiple carriersProven experience with international shipping operations, including customs documentation and import/export proceduresExperience with property management, inventory control, and asset tracking systemsTrack record of managing multiple priorities and deadlines in a fast-paced environmentSkills:Proficiency in Microsoft Office Suite, Google Suite, and Adobe applicationsExcellent written and verbal English communication skillsExceptional organizational skills and attention to detailStrong problem-solving abilities and resourcefulnessAbility to work independently with minimal supervisionProfessional demeanor when interacting with government personnel and vendorsClearances & Training:Must be able to obtain and maintain required federal security clearancesMust obtain Common Access Card (CAC) identificationMust complete NOAA IT Security Awareness Training within three days of receiving credentials and annually thereafterMust comply with Department of Commerce personnel security requirements per CAM 1337.70Must pass background investigation for federal facility accessU.S. work authorization requiredDesired:Bachelor's degree in logistics, supply chain management, or related fieldExperience working with federal government logistics operations and regulationsFamiliarity with Government Bills of Lading (GBL) proceduresKnowledge of hazardous materials shipping requirementsProfessional certification in logistics or supply chain management (e.g., APICS, CLTD, CSCP)Experience with
