ERS currently offers opportunities that include flexible work schedules.ERS is seeking a Budget Supervisor to perform highly advanced (senior-level) budget preparation and analysis work. Work involves developing and interpreting guidelines, procedures, policies, and rules; establishing schedules, priorities, and standards to achieve established agencyand#8217;s goals; coordinating and evaluating department budget activities; evaluating budget requests; and monitoring budget expenditures. Plans, assigns, and supervises the work of others. Works under minimal supervision of the Assistant Director of Budget, with extensive latitude for the use of initiative and independent judgement.Essential Responsibilities include, but are not limited to:Supervises, assigns, and monitors the work of Budget Analysts; sets performance standards; conduct employee performance evaluations; trains or coordinates staff development; and counseland#8217;s staff regarding performance or violations.Assists in developing and coordinating the agencyand#8217;s annual internal operating budget, legislative and other reports in conjunction with the Assistant Directors of Finance and Chief Financial Officer (CFO).Coordinates responses to fiscal note requests and oversees analysis and forecasting activities to ensure reliable cost estimates and clear communication to stakeholders.Develops methodologies and techniques for operating budget analysis and forecasting including trend data and recommendations for consideration by the Assistant Director of Budget and CFO.Analyzes fiscal management information to ensure appropriate use of funds; performs financial and statistical analyses; and prepares budgetary reports, schedules, variance explanations and proposed solutions.Escalates budget deviations, problems and events likely to impact operations to Assistant Director of Budget and CFO.Assists with budget staff responsibilities related to the administration of cost allocation methodologies to ensure accurate allocation of expenses across agency funds.Assists with the development, maintenance and delivery of training on budget policies, procedures, methods and instructions.Examines the operating budget for completeness, accuracy and conformance with policies, procedures and municates effectively and respectfully with coworkers and internal customers to understand business operations and budgetary needs.Responds to internal operating budgetary inquires in a timely and appropriate manner.Collaborates with human resources, procurement and other sections within Finance to improve efficiencies in areas such as personnel action processing, agency procurement, chart of accounts structure, and the mapping of expenses to budget categories.Attends work regularly in accordance with agency leave and attendance plies with all applicable agency policies and procedures, including safety and standards of conduct.Other Duties and Responsibilities:Performs other duties as assigned including but not limited to special projects and human resources actions.Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:1. Graduation from an accredited four-year college or university with a degree in accounting, finance, bu iness, public administration, or a related field. Qualifying experience beyond the minimum required may substitute for education2. Five (5) years of experience performing budget preparation, finance, accounting, and analysis work.3. Two (2) years of supervisory and/or team lead experience.Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:4.
