The Human Resources Division (HRD) is an agency within the Executive Office for Administration and Finance. HRD provides support to state agencies in all matters relating to the Commonwealth's classification, compensation, benefits, recruitment, training & employee development, civil rights, collective bargaining and workers compensation administration. _Position Overview:_ HRD is pleased to offer an exciting career opportunity to a highly motivated, organized and talented human resources professional within its HR Operations Unit. Working alongside the team in the HR Operations Unit, The Human Resources Business Partner (HRBP) will serve as subject matter expert on the processing of all personnel actions; manages classification and compensation administration and will be relied upon to provide insights, guidance, and solutions to various business partners on collective bargaining, benefits and leave administration, recruitment and retentions, performance management and learning and development matters. Reporting to the Director of Human Resources (Director), the HRBP will provide guidance and support on human resources and payroll to employees and agency business partners with the Executive Office for Administration and Finance secretariat. These departments/agencies include but are not limited to the following: the Governoru2019s Office, the Executive Office for Administration & Finance, Human Resources Division, Supplier Diversity Office and the Division of Administrative Law Appeals (hereinafter collectively referred to as u201cAgencies Supportedu201d). This is a hybrid position, offering the flexibility to work both remotely and on-site. Duties and Responsibilities (these duties are a general summary and not all inclusive): u00b7 Serves as MassCareers liaison and provides guidance in all phases of MassCareers to hiring managers and hiring manager assistants. u00b7 Oversees the posting and filling of positions by clearly identifying the availability of positions/official titles commensurate with the intended duties and responsibilities for each request. u00b7 Monitors the status of personnel actions relative to transactions generated through MassCareers. u00b7 Performs various recruitment activities in conjunction with MassCareers. u00b7 Conducts new hire onboarding at Agency level ensuring that new personnel are adequately informed of Commonwealth policies and procedures, etc. u00b7 Uses Human Resources analytics and the Commonwealthu2019s Information Warehouse (CIW) to provide Agencies Supported, the ability to proactively manage their workforce. u00b7 Analyzes requests from leadership and management as to changes in staffing, job clarifications and salary administration. u00b7 Processes personnel actions (i.e., promotions, demotions, Workersu2019 Compensation, background checks, CORIu2019s, etc.) by monitoring staff salary administration, and updating records in accordance with laws, policies and contractual requirements required by the Commonwealth using HR/CMS, OnBase, MassCareers and other related databases ensuring accuracy and follow-through. u00b7 Assists in the processing of payroll and benefits administration. u00b7 Supports the HR Executive Operations Administrator (Administrator) and Director of Human Resources Director in various aspects of human resource management. u00b7 Serves as a resource to employees, as well as outside vendors and stakeholders regarding human resources questions, topics and issues. u00b7 Advises management and staff on human resources policies and procedures and recommends the appropriate course of action under the direction of the Administrator and Director. u00b7 Contributes to the successful adherence to Commonwealth training policy by partnering with the agency learning administrators that required trainings are completed. u00b7 Acts as liaison between Agencies Supported and various Commonwealth agencies -- the Group Insurance Commission (GIC), State Board of Retirement and the Human Resources Division (HRD). u00b7 Assists in matters relative to collective bargaining agreements including contractual guidance and salary administration, etc. u00b7 Under the guidance of Director, assist in proposing and recommending Collective Bargaining Agreement updates and modifications and subsequent implementation, as required u00b7 Performs Workersu2019 Compensation claim intakes and educates employees on WC entitlements and responsibilities, processes documentation (claims) related to Workersu2019 Compensation and coordinates case management of Workersu2019 Compensation leaves. u00b7 Interprets HR metrics to identify problems, find solutions, discover opportunities and cultivate project plans that support agency progress. u00b7 Collaborates with HRD and business partners to share information, resolve issues and meet shared goals. u00b7 Ensures compliance with Federal and State laws as well as directives received from the Secretariat and Human Resources Division through staff education and quality reviews; issue policy directives to divisions to ensure uniform and consistent application of all personnel policies and procedures, analyze administrative systems and procedures, determine solutions and create policy to improve service delivery. u00b7 Participates in and supports special HR initiatives and projects as assigned. u00b7 Performs other duties as required. _Preferred Qualifications:_ u00b7 Advanced knowledge of MassCareers and the hiring process. u00b7 Knowledge of salary administration (i.e., step increases, collective bargaining increases, technical pay increases, management incentive awards, arbitration decisions, settlement agreements, classification adjustments, etc.) under HRD guidelines (i.e., Hiring Guidelines, Red Book, Gray Book). u00b7 Knowledge of benefits, including, but not limited to, health insurance options, flexible spending plans and dependent care assistance programs, Extended Illness Leave Bank (EILB), etc. u00b7 Ability to interpret statewide collective bargaining unit contracts (NAGE/MOSES/SEIU). u00b7 Working knowledge of payroll and benefits policies and procedures. u00b7 Knowledge of the laws, rules and regulations governing the Commonwealthu2019s payroll/ personnel system u2013 HRCMS, OnBase, etc. u00b7 Knowledge of and experience in generating reports from the Commonwealth Information Warehouse (CIW). u00b7 Proficiency in Human Resources Analytics. u00b7 Experience drafting Form 30u2019s and Management Questionnaires (MQ). u00b7 Previous experience with the EPRS and MassPerform process, including reviewing and assisting with Remedial Development Plans. u00b7 Understanding of available performance management tools. u00b7 Excellent communication skills, including professional writing and editing skills. Minimum entrance requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time professional experience in human resources work, (B) of which at least one year must have been in a supervisory, administrative, or managerial capacity; or (C) any equivalent combination of the required experience and the substitutions below: Substitutions: I. An Associate's degree may be substituted for a maximum of one year of the required (A) experience. II. Bachelor's degree or higher may be substituted for a maximum of two years of the required (A) experience. III. A Graduate degree with a major in Human Resources Management, Human Resources Administration or Public Administration may be substituted for a maximum of three years for the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
