The FOIA Program Manager leads andoverseesFreedomof Information Act (FOIA), Privacy Act (PA), and Mandatory Declassification Review (MDR) operations for federal programs or agencies. This role combines strategic leadership, program management, operational oversight, stakeholder engagement, and compliance assurance. The Program Manager serves as the primary point of contact for agency leadership and contractor teams, ensuring high-quality,timely, and legally defensible information disclosure processes while supporting federal transparency goals and policy compliance. This position is ideal for seasoned FOIA professionals with extensive experience managing complex, multi-agency programs, who can drive performance,optimizeprocesses, and lead teams effectively. Responsibilities Program Leadership & Oversight + Provide overall management for FOIA, PA, and MDR operations across one or more programs or contracts. + Develop, implement, andmaintainprogram work plans, schedules, and standard operating procedures (SOPs) to meet project goals and agency requirements. + Develop and implement strategiesto reduce FOIA request backlogs, including process improvements, workflow optimization, and prioritization protocols to ensuretimelyresponses and improved program efficiency. + Ensure program performance, deliverables, staffing, and resource allocationcomplywith contractual obligations and client expectations. + Lead strategic planning, performance optimization, and continuous improvement initiatives. + Serve as the primary point of contact for agency officialsregardingprogram status, performance, and compliance. Team & Performance Management + Manage program staff, including teamleads, senior, mid, andjuniorspecialists, ensuring workload distribution, timekeeping, and staffing coverage. + Mentor and supervise staff to promote accountability, collaboration, and professional development. + Implement quality assurance audits and process reviews to ensure accuracy, compliance, and high-quality deliverables. + Analyze operational, technical, or personnel challenges and implement corrective actions as needed. + Ensure staff adherence to project timelines, productivity standards, and contractual performance measures. Stakeholder Engagement & Reporting + Maintain proactive communication with agency leadership, program managers, and key stakeholdersregardingperformance, compliance, and strategic initiatives. + Prepare and deliver briefings, reports, and executive summaries for senior officials. + Collaborate with legal, records management, and IT teams to ensure integrated information governance and case management approaches. Policy, Compliance & Process Improvement + Ensure all FOIA, PA, and MDR operationscomply withfederal laws, agency policies, and contractual obligations. + Oversee development, documentation, and implementation of program policies, SOPs, andquality-controlprocedures. + Identifyand mitigate operational, legal, and compliance risks related to data integrity, information access, and protection. + Apply quality control and assurance standards to ensuredeliverablesmeet or exceed requirements. Technology & Systems Management + Oversee FOIA processing, case tracking, and redaction systems to ensureaccurateandtimelyreporting. + Maintain data integrity for electronic and paper records through verification andquality-controlprocesses. + Collaborate with IT and data teams to enhance automation, reporting, and workflow efficiency. + Use data analytics tomonitorcompliance, backlog trends, and operational performance. Qualifications Education + Bacheloru2019s degree (BA/BS)required; advanced degree (MA/MS, JD, or equivalent) highly desirable. + Relevant fields include Law, Public Administration, Political Science, Information Management, Library Science, or History. + Project Management Professional (PMP) certification or equivalent preferred. Experience + 10+ years of progressively responsible experience managing FOIA, PA, or MDR programs, including complex and sensitive cases. + Demonstrated experience developing and implementing program work plans, schedules, and procedures. + Proven ability to manage staff, budgets, and multi-faceted projects while ensuring quality and compliance. + Experience leading process improvement, quality assurance, and performance optimization initiatives. + Skilled in stakeholder engagement, including communication with senior officials, legal counsel, and interagency teams. + Proficient with FOIA case management and eDiscovery systems (e.g.,FOIAXpress,FOIAonline,Relativity), Microsoft Office Suite, SharePoint, and Adobe Acrobat Pro. + Active Secret clearancerequired;TS/SCI with polygraph preferred. Preferred Qualifications + Project management certification (PMP or equivalent). + Professional certifications or memberships (such as IAPP) are strongly encouraged to supportenterprise-level privacy and governance responsibilities. + Experience implementing FOIA process automation, workflow optimization, or analytics-based performance improvements. + Experience developing and delivering training, SOPs, and knowledge management programs. + Proven success managing multi-team, high-volume, or geographically dispersed operations. + Strong interpersonal, leadership, and collaboration skills with senior government officials and interagency partners. + Demonstrated ability to manage budgets, resource allocation, and performance metrics in federal program environments.
